President Vladimir Putin instructed the Ministry of Defense to hold negotiations with the Belarusian side with the participation of the Foreign Ministry and, upon reaching an agreement, sign an agreement on the Russian aviation base in this country. The text of the draft agreement was approved by the government on September 2. It notes that the document "was previously worked out with the Belarusian side." The project does not indicate either the location of the base or the specific list of Russian weapons placed there. At the same time, the minimum period of its placement is determined - 15 years with automatic extension every five years, if one of the parties does not notify the other about the desire to terminate the agreement.

"The agreement will contribute to the organization of the joint protection of the external border of the Union State in the airspace and the creation of a unified regional air defense system of Russia and Belarus," the document says.

On September 8, Prime Minister Dmitry Medvedev said that Russia is ready to consider the further discovery of its military bases in the states with which it is associated with allied relations. He recalled that Russian bases exist in Kyrgyzstan and Armenia. Answering the question of when an agreement with Belarus on the opening of the Russian air base can be signed, Medvedev emphasized that this document follows from the previously reached agreements in the military sphere within the framework of the Union State.

“The history of these documents began in 2009. It was about the decisions signed by the joint protection of borders and the joint proceedings,” the prime minister noted. “As for the terms and time of preparation and signing of such documents, we proceed from the fact that this should be comfortable for the Belarusian and our part.”
