Prime Minister of Ukraine Arseniy Yatsenyuk ordered to suspend payments on public debts as part of the procedure for their restructuring. The corresponding document is published on the website of the Government of Ukraine.
Payments have been suspended for seven issues of external loan bonds maturing in 2015-2023. Ukraine's debt to Russia - $3 billion due by the end of 2015 - is not included in this list.
- At the end of August, Arseniy Yatsenyuk announced an agreement with creditors to restructure Ukrainian debt in the amount of $19 billion. Under the terms of the agreement, $4 billion in debt will be written off. On September 17, the Verkhovna Rada adopted a package of laws on debt restructuring.
- Russia did not participate in Ukraine's negotiations with creditors. Russian Finance Minister Anton Siluanov and Economic Development Minister Alexei Ulyukaev demanded payment of Ukraine's debt in full and on time. Otherwise, they promised to go to court.
- Russia agreed to provide a loan to Ukraine in November 2013, when Viktor Yanukovych was the President of Ukraine. The agreement provided for a $15 billion loan. Ukraine received the first tranche of three billion, after which Russia refused to continue payments. The reason was the change of power in Ukraine as a result of mass demonstrations in February 2014.
