If mushrooms grow in the mouth (the fourth NEP, the third thaw, the second restructuring, in general, some window of possibilities in the mess is impossible), I propose the following program. Because, excuse me, all the programs of Russian political parties, satisfying the creators and members of these parties, do not decisively satisfy me. We have to do political self -satisfaction.

1. Military ministry. Establishment of the world

Language detail: not the "Ministry of Defense", but the military ministry. By the way, under the king it was called that, without cunning. So return the true name. Another language detail. "Establishing the world", not "demilitarization." Demilitarization is only part of a more important process.

So, because of this point, the execution of the program is maximum for five years. Because "establishing the world" is, first of all, the liquidation of the nuclear weapons of Russia, and for full liquidation and it will take five years, no more. The liquidation, of course, is phased, and the very first stage that is realized in a few days is the removal of nuclear weapons from combat duty, the abolition of all military plans involving the use of atomic weapons. And then the liquidation of the production of atomic weapons and everything that is connected with it.

This is primary, because atomic weapons are not a problem of Russia, it is a problem of mankind. Russia must solve its part of the problem, and there is only one solution here: complete and unconditional destruction of atomic weapons.

The second part of the establishment of the world is the liquidation of the military-industrial complex. Simply put, five years after the start of the implementation of the program, the military budget of Russia should be two percent of its GDP. All that is within this share is please. How much will it be in comparison with today? It is unknown, because today the numbers are classified, and they are unlikely to be known even to the most admitted. It is necessary to proceed from the fact that now the military budget of Russia is 52% of the percent. Here every year is 10% and reduce.

All Russian military and military equipment return to Russia. From Ukraine, from Syria, from Chechnya, Georgia, Tajikistan.

2. Ministry of Foreign Affairs. Consideration of territorial claims and their satisfaction

The goal is simple: Russia, as was said, for the world without annexes and indemnities. Well, we have already received indemnities and have already taken, there is nothing to give, but the annexation is to deannexes. If there will be the will of the countries whose lands were annexed. And again, five years just a normal period in order to soften the consequences of the return of the annexed land for those who live on them. Someone may want to stay-you need to negotiate such an opportunity. Someone, on the contrary, will try to leave quickly. The countries are different (in alphabetical order): Germany, Georgia, Moldova, Ukraine, Finland, Japan.

A separate question - which countries are "ino" and which are not. Simply put - whether to provide independence to Chechnya, Tatarstan and other "subjects of the federation". This issue will also have to be resolved in the fifth year, after the troops have been withdrawn, after justice, economics, etc. is established. To solve, of course, referendum.

3. The Ministry of Justice. Establishing justice

Again "establishing", not "restoration". The gap between 1917 is too large, when justice in Russia was destroyed, and today. It is necessary to proceed from the fact that there was no justice in Russia since October 25, 1917, there was a continuous fiction.

The first item, respectively, is a wide and fast amnesty. Complete and unconditional for all prisoners under the 58th article of the Criminal Code in her different guises, mainly, of course, for "extremism". A little less wide, but also a quick amnesty according to "economic" articles. The main principle is everywhere: it is better to release a hundred guilty ones than to leave in prison for at least one day of one innocent. Compensation is innocently convicted - and compensation is serious, sufficient for a comfortable life throughout life. This also applies to the victims of "Soviet justice." Even such compensation only partially compensates for what is destroyed by the injustice and atrocities of Russian prisons and concentration camps.

The second point: the abolition of the death penalty (now it is only under the moratorium) and the elimination of life imprisonment. The establishment of the deadline for imprisonment at 15 years, the release of all who has already served this period. In relation to all other prisoners - the institution of the extraordinary appeal court.

The third point begins here. For five years, Russia has been resorting to legal outsourcing. Of course, for money. The country concludes legal assistance agreements with European countries. Not about mutual assistance, but just about help. Prisoners receive the right to appeal to the courts of other countries.

Weed weeding is also a negative program. Here the government should not be weeds, as it is now, but an assistant in weeding weeds

Of course, at the same time, what is called the "judicial system of Russia" is eliminated. Ideally, you need to not only dismiss all the employees of this system (all!), But also demolish the buildings in which they worked. This is unlikely to succeed in the age of five, but to dismiss - in five minutes, one at the same time, all, with an immediate capture of all judicial archives under state protection.

Within five years, a new judicial system has been created. Over these five years, the personnel of lawyers should be prepared - not in Russia, of course, here you will also have to resort to outsourcing, now educational. For simplicity and reliability, the donor country should choose Germany (nevertheless, all lawyers will be required to know not only German, but also English).

Not judicial reform, but the creation of the judicial system is the main principle of "establishing justice." Without this, any reforms will fail. A person must be sure of the conscientiousness of the vessels. Technical details are well known, but for simplicity, we repeat, it is enough to scalk a German system, especially since it is quite diverse, there is something to choose from different regions. But choose, nothing more. Otherwise, everything will be falsified, as it has already happened.

4. Federal Security Service

Within five minutes it will be liquidated, all employees are dismissed with deprivation of the right to occupy public office. The term of restriction of this right is different. Fortunately, all employees were divided into categories, fourteen in number - the regime revived the Petrine Table of Ranks - then the principle of a simple, the principle of "reverse proportion". The rank is taken, the numbering is turned over and multiplied by two. The GEBERSHNIK of the first class loses the right to occupy public posts for 14x2-28 years, the second class-for 26 years, and a small clerk of the 14th grade for 2 years.

Crimes committed under the guise of protecting state security are punished in a general manner. The execution of criminal orders, of course, is considered a crime, this is now. The "special operations" are simply declassified.

4. Ministry of Economics

Restification or establishment of property relations. The principle is simple: a thief should not hope that if he kills the owner or holds property for several decades, then the fired will become his legal acquisition.

During the first year, an acceptance of applications for the return of property, lost as a result of the actions of the Leninists and the authorities established by them, is announced. Over the next four years, all applications must be considered either satisfied or rejected - again, using "legal outsourcing". Yes, this means not just a "revision of the results of privatization", this means something much more. Although, nevertheless, it is not as gigantic as you can expect in theory.

Simultaneously with the acceptance of applications for restoration, a state insurance fund is created to pay compensation. Compensations should be paid to those who own property, but will agree to the payment of money, and not to a refund (for example, land), and those who will lose property as a result of restitution. Of course, each applicant for compensation will have to choose: he claims to be insurance from loss of property acquired after the revolution, or for the return of pre -revolutionary property. You cannot simultaneously claim the return of the estate of a thousand hectares and at the same time hope to preserve the Khrushchev’s “kopecks”.

Property heirs should be determined in accordance with pre -revolutionary legislation. From among those who have the right to restitution, everyone who collaborated with the regime established by Lenin, supported the ideologically or/and received money from this regime.

Should we expect mass redistribution of property? No. Lenin's despotism dragged too many. Should you guarantee compensation to those who will lose, for example, housing in the pre -revolutionary house with the owners? No, this is not about compensation, but about insurance. People will have to contact the State Insurance Fund of Restification in advance.

This is not a revision of privatization results. This is a review of the results of the revolution. Most likely, as a result, the state will have a huge array of expanded property - primarily the land, but also the industry associated with this land.

At the same time, it should be noted that those antennials that were carried out after 1990 under the slogan of "Restification" were subject to cancellation. When, for example, the churches were transferred (and transmitted) to the most diverse lands and values that have never been to her own, supposedly in “compensation” for persecution.

5. Ministry of Finance

During the year, the Ministry of Finance should check: what, in fact, the government finances? The financing of any parties, any religious organizations, any public organizations, and any newspapers must be stopped. This is all various forms of government propaganda, and the government should not engage in propaganda.

This, of course, is just a negative program. Weed weeding is also a negative program. Here the government should not be weed, as it is now, but an assistant in weeding weeds. And the roses, as the sorceress said, will grow themselves? Well, not really. But the program for roses is a separate story.
