
The signing by Ukraine and pro -Russian militants Agreement on the allocation of weapons with a caliber of less than 100 millimeters from the contact line actually means the end of the war in the Donbass. According to the Donetsk News Agency, the speaker of the People’s Council of the DPR, the head of the Republic of the People’s Council, stated at the negotiations of the contact group Denis Pushilin.
“In fact, a buffer zone is created 30 kilometers - each of the sides allocates (weapons. - Ed.) By 15 kilometers,” said the leader of the militants. “Based on this, it will be extremely difficult to exchange shelling, it will be very difficult to provoke our units by the Ukrainian side.”
On Wednesday, the Arms Removal Agreement was signed by the head of the DPR, Alexander Zakharchenko. As the Lugansk Information Center reports , the head of the LPR Igor Plotnitsky did the same.
On Tuesday, the ceasefire document was paraphized by the contact group. The agreement is an addition to the Minsk agreements. It provides for a phased withdrawal of weapons from the contact line at a distance of 15 kilometers on each side. Thus, weapons will be divided by a strip of 30 kilometers.
First, tanks should be assigned in 15 days. Then - in 24 days - artillery of caliber less than 100 millimeters and mortars. Given that the process can begin only after two -day observance by the parties to the silence regime, it will be possible to complete it earlier in 41 days.
It is supposed to start the withdrawal of weapons from a part of the territory of the LPR, including Lugansk itself. Then the equipment should be displayed in the rest of the LPR and throughout the DPR.
Pushilin was appointed Speaker on September 5 instead of Andrei Purgin , who had a reputation as one of the last ideological supporters of Novorossia in the leadership of the DPR. Purgin spent several days under arrest at the Ministry of State Security of the DPR, but was released on September 8 . The observers associated the resignation of Purgin precisely with his refusal to freeze the conflict in the Donbass.
