After the outbreak of the civil war in Syria in 2011, neither the United States with the allies, nor Russia practically did not take any steps to resolve this conflict. There was no urgent need for this. The West already suffered colossal costs in wars in Afghanistan and Iraq, pretty spent on an operation in Libya. Other countries were also little interested in resolving the Syrian conflict-due to the consequences of the global financial and economic crisis of extra money for the full-scale assistance of the opposition or the regime of Bashar al-Assad, no one had no one.
