
The Russian budget has no opportunity to index pensions in 2016 by 12% (by inflation. - Slon ). This was stated by the head of the Ministry of Economic Development Alexei Ulyukaev on the sidelines of the Sochi-2015 forum, Interfax reports.
“There are no budget opportunities for this. There is a dynamics of the revenues of the Pension Fund, we expect an increase of seven with a small percent next year, there are opportunities for the federal budget that are extremely limited, ”he explained.
According to the minister, next year the pensions of Russians are supposed to be raised from February 1 by 4%. Additional indexation of payments is possible in the second half of the year if additional budget revenues appear.
Ulyukaev added, as RIA Novosti reports that the issue of raising the retirement age in the Russian Federation has not yet been resolved and, in his opinion, he "will be discussed for some time." Meanwhile, Deputy Prime Minister Olga Golodets previously stated that raising the retirement age by the government is not discussed now.
“The retirement age will not rise now. Let's calm everyone, ”Golodets asked.
The head of the Ministry of Economic Development refused to answer the question of whether an official decision was made to freeze pension savings for 2016. In the social block of the government, it was previously noted that such a step would allow us to index social payments in accordance with inflation.
Former Minister of Finance of the Russian Federation Alexei Kudrin noted that "to spend 300 billion rubles from the reserve fund one year better than freezing a funded pension for one year." According to him, in the case of frost "we undermine all trust in the system of pension savings."
In case of refusal to form the funded part of the pension in 2016, about 350 billion rubles could be allocated for current payments. In 2014-2015, the government also decided to freeze pension savings; The volume of released funds was estimated by the Ministry of Finance of 244 billion and 310 billion rubles, respectively.
