But there is still no consent on key political issues pointed in the Minsk agreements: control over the Russian-Ukrainian border, local elections, constitutional reform, finally, the status of the DPR-LNR, which so far are so far intended to hold the elections on October 18 and November 1. The positive for Ukraine is that it can now demand from other parties more serious guarantees of the implementation of Minsk-2.
However, one way or another, the most important thing is that shots in the Donbass are now much less common. But the main question still sounds like this: what's on the mind of the Russian president? In a recent interview with American journalist Charles Rose, all the blame for the slip for the Minsk agreements on Kyiv, who makes constitutional and other decisions on the Donbass, without coordinating them with the DPR-LNR, as required by Minsk-2. Perhaps Moscow, taking into account the Syrian events, decided to preserve the conflict in the southeast of Ukraine. But something else is possible ...
