Honored Architect of Russia was fined for an inconsistent demonstration of the plan of the Museum of Yesenin

On October 5, the Rybnovsky District Court recognized the honored architect of Russia, the author of the museumification plan of the village of Konstantinovo Valentin Gavrilov and civil activist Igor Kochetkov, detained on October 3 in Konstantinov during the celebration of the 120th birthday of Sergei Yesenin, guilty of violating the order of public event and fined them for five thousand rubles of each. This was reported by the Ryazan Internet Gazeta "View".

According to the publication, the court re -qualified both cases from the second part of Article 20.2 of the Code of Administrative Offenses to the fifth, softer. The court also took into account the decision of the Constitutional Court, which in 2013 allowed to appoint fines under Article 20.2 of the Code of Administrative Offenses below the minimum fine of 10 thousand rubles. Although the Code of Administrative Offenses prescribes to consider cases under articles providing for the possibility of arrest, only in the presence of the involved, the case was considered in the absence of Gavrilov.

Consideration of cases of disobedience to police officers (at 19.3 of the Code of Administrative Offenses) is scheduled for October 6, despite the fact that neither Gavrilov nor his lawyer will be able to be present in court.

The consideration of the first administrative case of Gavrilov continued throughout the day. Architect’s lawyer Alexander Kurnev petitioned for the transfer of a meeting due to the fact that his client lives in St. Petersburg, and he did not have the opportunity to attend the meeting, but the judge refused. The lawyer also emphasized that he did not have time to get acquainted with the case file and asked to postpone the meeting for at least a day. The judge agreed to give the lawyer half an hour to get acquainted with the case and announced a break.

The court refused to call as witnesses Andrei Petrutsky, Igor Kochetkov and other eyewitnesses of detention, to introduce the video shot by the police officer to the case file, as well as consider the schemes that Gavrilov showed before the detention, to decide whether they can be considered posters used on the picket.

Honored Architect of Russia, member of the Presidium of the International Council of Museums, a resident of the Blockade Leningrad, 77-year-old Valentin Gavrilov, a member of the All-Russian Society for the Protection of History of History Andrei Petrutsky and the head of the expert group of strategic initiatives of the Ryazan region, Igor Kochetkov, were detained on Saturday in the morning, on October 3, in the Museum of S. A. Yesenin in Konstantinov.

Gavrilov and Petrutsky demonstrated to visitors to the holiday a project of the museumification of the village of Konstantinovo, created by Gavrilov on the 100th anniversary of Yesenin and involving the protection of the territories of the reserve from development. Kochetkov was detained only for video shooting.

According to the Ryazan issue of Komsomolskaya Pravda, the detentions were led by employees of the regional unit of the Center for Combating Extremism in civilian clothes. The men were detained in a rough form: “As soon as they turned some kind of canvas, as more than a dozen trained guys flew at them and instantly threw their faces on the asphalt,” the newspaper correspondent writes. The photographer "KP", which was at the scene, the police forbade the continuation of the shooting.

While the detainee Gavrilov “dragged” to the car, boots were sleeping from him, the newspaper writes. “They put his head in the car under the seat. I thought I would suffocate, ”Gavrilov quoted the words“ New Gazaani in Ryazan ”.

The detainees were delivered to the ATS in the city of Rybnoye, where they drew up protocols on disobedience to the legal orders of police officers and a violation of the procedure for holding a public event (under articles 19.3 and 20.2 of the Code of Administrative Offenses). In the evening they were released before the trial.

The surgeon of the City Polyclinic of Fisheries recorded numerous bruises from Gavrilov. On October 4, the architect appealed to the Investigative Committee and the Prosecutor's Office with a demand to institute criminal proceedings in connection with its illegal detention (the text of the application is published by the newspaper “View on the side”).
