The main source of money for Moscow in 2016 will be the personal income tax. Their share in tax revenues will increase from 50% this year to 51% next year.

The metropolitan government approved the draft law “On the budget of the city of Moscow for 2016 and the planning period of 2017 and 2018.” A gradual increase in income is planned for the entire three-year period: from 1.599 trillion rubles. in 2016 to 1.693 trillion rubles. in 2018. Expenses by 2018 will also increase by approximately 100 billion rubles, to 1.746 trillion rubles. The deficit is planned at 3% of income in 2016, then it will decrease to 2.1% in 2017 and rise to 3.2% in 2018.

In 2016, compared to the current budget, revenues are growing by 8% (in 2015 they were planned at 1.486 trillion rubles).

The draft budget for Moscow this year too was formed on the basis of a conservative approach, according to the published materials for the draft budget. The actual growth in relation to the expected performance indicators of income this year will be 2.2%, it is noted there.

“Next year’s budget promises to be extremely difficult. The deficit is expected to be 48 billion rubles. The figure itself does not seem very large, but at the same time we will need to pay off debts to banks accumulated before 2011 - 84 billion rubles, including foreign currency of €400 million,” Moscow Mayor Sergei Sobyanin said at a meeting on Tuesday. quoted by the press service.

The second most important tax will remain the income tax, but the volume of its revenues, on the contrary, will decrease next year to 32% of all tax revenues from 34% in 2015. The share of regional and local taxes will increase from 10% this year to 11% next year. As Elena Zyabbarova, head of the finance department, said at a meeting of the Moscow government, a total of 15 billion rubles are expected for regional and local taxes. additional income.

These additional revenues are due to the introduction of a trade tax and a gradual increase in the property tax rate for retail and office premises based on the cadastral value. In 2016, the rate will increase to 1.5% (now - 1.2%), in 2017 - to 1.8%, in 2018 it will be 2%.

Business load

From the trade tax introduced in mid-2015, the Moscow government expects total revenues of up to 10 billion rubles. for next year. Additional revenues from increasing the property tax rate for legal entities are expected to amount to just over 1 billion in 2016.

Starting next year, the tax burden will increase not only on businesses, but also on ordinary citizens - Moscow is moving to levying property taxes on individuals based on the cadastral value of real estate. As RBC previously wrote, the first payments will come in the second half of 2016. The cadastral value of apartments in many cases turned out to be multiples higher than the inventory value, which is the basis for taxes now.

In addition, in 2016, excise tax rates on petroleum products are expected to increase, as follows from the materials of the mayor's office - by an average of 20%. Taxes on the infrastructure of natural monopolies will increase: in 2016 - to 1.3% (from 1%), in 2017 - to 1.6%, in 2018 - to 1.9%.

How will expenses change?

Moscow Mayor Sergei Sobyanin this year, as in the past, declares the social orientation of the capital's budget. Expenditures on education in nominal terms will increase next year to 263.9 billion rubles. (from 259.2 billion in 2015), and by 2018 they will amount to 267.3 billion rubles. Their share in total expenses will increase from 17.2% in 2016 to 17.3% in 2018.

The share of healthcare expenditures, on the contrary, will decrease by the same 0.1 percentage points. - from 12.5% in 2016 to 12.4% by 2018. In nominal terms, a slight increase is planned, to 192.2 billion rubles. (190.4 billion this year), however, in 2017 and 2018, spending on healthcare will decrease even in nominal terms and will amount to 189.5 billion and 191.9 billion rubles, respectively.

The share of spending on social support will also decrease over the three-year budget period: from 22.6% in 2016 (RUB 346.3 billion) to 22.1% in 2018 (RUB 342.9 billion). Funding for the Housing program will also decrease: from 101.6 billion rubles. in 2015 to 97.4 billion in 2016, and by 2018 - to 93.9 billion rubles.
