From October 25, Ukraine will completely stop air communication with Russia if it does not receive from the Federal Air Transport Agency an explanation of the reasons for restriction of flights to Ukrainian airlines. This is stated in the report of the State Aviation Administration of Ukraine.

"Such a measure will be applied to all Russian airlines and will act before the cancellation of the prohibitions introduced by the aviation authorities of the Russian Federation in relation to Ukrainian airlines. After canceling the prohibitions by the Russian side, Russian airlines that have not been on the sanctions list will be able to fly to Ukraine," the State Aviation Service notes.

Infrastructure Minister Andrei Pivovarsky said that the ban on the flights of Ukrainian airlines by the Federal Air Transport Agency is unfounded. "Ukrainian airlines did not violate any rules or laws of the Russian Federation, so it is not clear on what grounds they are refused to obtain permits for flights. Ukraine will argue its companies and its economic interests," the minister emphasized.

On September 25, in accordance with the decision of the National Security and Defense Council, the Ukrainian government banned flights to the country of Russian airlines , primarily Aeroflot and Transaero. In addition, the transit flights of Russian airlines through the territory of Ukraine were banned if the aircraft transports "military goods, dual -purpose or Russian military manpower."

The Ukrainian sanctions list also included the “224th flight detachment”, “VIM-Avia”, “Gazprom-Avia”, “Donavia”, “Kogalymavia”, “Orenburg Airlines”, “Fleet”, Red Wings, Rusline, Ural Airlines, Yakutia, Yamal. It was emphasized that the sanctions were imposed against Russian air carriers, who, in violation of the requirements of the national legislation of Ukraine, carried out flights to the temporarily occupied Crimea and through the forbidden zones.

In response, the Federal Air Transport Agency of Russia notified the airline of Ukraine to introduce a ban on the use of Russian airspace since October 25.

"This measure will be a return, mirror -mirror on the State Court of Council of Ukraine, which on September 28 is unilaterally, in violation of existing norms and provisions of air traffic, notified a number of Russian air carriers that from the beginning of winter navigation, namely from October 25, it introduces a ban on air transportation between Russia and Ukraine," the Russian Ministry of Transport said. The order to consider the issue of response measures regarding Ukrainian airlines was given by the Prime Minister Dmitry Medvedev.
