
Last week, it became known that the government supported the bill of the Federal Security Service (FSB), according to which the data of state register on real estate owners, aircraft and courts should be classified for all except the owners and “competent state bodies” themselves. The document is already sent to the State Duma. The law is proposed to be introduced by virtue of March 2016.
Market experts, meanwhile, note that the document, according to many, aimed primarily on ensuring the inviolability of information about the property of civil servants, will directly hit the activists exposing corrupt officials, but also by ordinary citizens planning the purchase of real estate. The corresponding comments publish Forbes and Kommersant money magazines on Monday.

So, in particular, the vice-president of the Russian guild of realtors Konstantin April predicts that the classification of data will further complicate the process of obtaining information about the real owner, his encumbrances and restrictions on the object.
“It will not be so simple to evaluate the risks of the customers. It will be necessary to spend a lot of time checking any documentation for the transfer of rights to a real estate object. Not to mention the fact that open registers allowed to leave all kinds of intermediaries overboard,” said April.
A similar opinion is held by the head of the Kaliningrad Center "Transpenser Internet-Russia" Ilya Shumanov: "If you suddenly want to purchase some kind of land, you simply cannot find out whether he is free or busy with someone." As a result, the market may swear a wave of fraudulent actions and double real estate sales.
At the same time, the needs of the market for information about the status of real estate, which will be available to the elect, will give rise to the black market of data about real estate owners: "requests to see who the apartment or land plot will be automatically transferred to ruble equivalent," the expert notes.
Recall that now the information from the Unified State Register of Rights to Real Estate (USRP) and transactions with it are in the public domain - anyone can request them. The exception is information about documents establishing the right to real estate, generalized information about the rights of a particular person to the existing (available) real estate objects and information on the recognition of the copyright holder incompetent or limitedly capable. In July of this year, it became known that the FSB prepared a bill that would close the overall access to all this information, including personal data of real estate owners.
