According to the Dutch prime minister, it is important to be “extremely attentive and careful.”

Rutte noted that the presentation of the results of the investigation carried out by the Dutch Security Council was the second priority for the government after the identification and return of the bodies of the dead. The Netherlands lost 193 nationals in the plane crash. The next priority, he said, will be identifying those responsible. Rutte stressed that the Netherlands is doing everything possible to ensure that the perpetrators “do not go unpunished.”

The Dutch Prime Minister also said that lessons need to be learned from the Security Council report. In particular, Rutte pointed out that investigators concluded that Ukraine should have closed its airspace in July 2014.

On Tuesday, the Dutch Safety Council presented the results of a 15-month investigation into the crash of a Malaysian Boeing in Ukraine. Dutch experts established that the airliner was shot down from the ground by a Buk anti-aircraft missile. The department did not specify where the missile was launched from, noting that this requires additional investigative actions.

The report confirmed that Boeing was flying above the no-fly level. But experts said there was enough reason to completely close airspace over the region as a precaution, but neither side acknowledged the threat.

The Dutch Safety Board is not empowered to decide on liability for the crash. His task was to establish the immediate cause of the plane crash. The culprits of the tragedy must be determined by the investigation, which is expected to be completed in 2016.
