As Kommersant was told yesterday at RVC-Voronezh, over the nine months of this year, an unprecedented increase in accounts receivable was recorded: as of January 1, 2015, its amount was 612 million rubles, and by September 1, 2015 it increased to 770 million rubles (increase by 158 million rubles). As of January 1, 2014, receivables, according to RVC-Voronezh, amounted to 510 million rubles. Accordingly, in less than two years the company received less than 260 million rubles. Among the well-known defaulters, the service provider singled out Russian Railways OJSC - 24 million rubles, Metro Cash and Carry OJSC - 14 million rubles, Talay LLC - 5 million rubles. and LLC Management Company "Zhilproekt" - 2 million rubles. However, the largest part of the debt falls on representatives of the public utilities sector: Voronezh management companies and homeowners' associations owe RVK-Voronezh 170 million rubles. RVC-Voronezh states that they have already been forced to intensify work with debtors: if by May the company had filed 145 claims to the courts for recovery in the amount of 103.7 million rubles, then in September there were already 648 of them for 306.5 million rub. “An agreement has been concluded with the collection agency V12 LLC, which will collect debts from both legal entities and individuals in court and pre-trial procedures. An agreement has been concluded with a contractor who will disconnect debtors from sewerage and water supply systems in the private sector, and disconnect residents of apartment buildings,” explained Sergei Snegarev, commercial director of RVC-Voronezh. — High accounts receivable directly affects the work of the entire enterprise. According to its own data, RVK-Voronezh LLC is part of the Rosvodokanal group of companies. The company has been providing water supply and sanitation services to Voronezh since March 2012 under a concession agreement with the city administration, concluded for 30 years. The length of maintained water supply networks is 1.367 thousand km, sewerage networks are 933.8 km. The annual volume of water supplied to the network exceeds 118 million cubic meters. Revenue in 2014 amounted to 2.8 billion rubles, net profit - 201.3 million rubles.

Last week it became known that RVC-Voronezh intends to receive a loan in the amount of 1.3 billion rubles from Alfa-Bank JSC. for “refinancing costs and fulfilling obligations within the framework of the investment program for the modernization of water supply and sanitation systems in Voronezh for 2012–2016.” At the end of September this year, the mayor's office approved the company's terms of reference for adjusting the investment program: the volume of required investments was increased from 2 billion rubles. up to 2.279 billion rubles, and the program implementation period was extended until 2018.

“The main reason for the sharp increase in receivables is the decrease in real incomes of the population; the purchasing power of Russian citizens in 2015 decreased by 20%. This also affects the payment for utilities,” says Nikita Isaev, director of the Institute of Contemporary Economics. “While it is still possible to collect debt from legal entities, it is extremely problematic from citizens, especially if their official income is below the subsistence level.”

According to RVC-Voronezh, this year 108 claims were filed for a total of 57.5 million rubles. various management companies and homeowners associations. So far, 18.5 million rubles have been recovered from 45 claims, “the rest is in progress.”

“It is very difficult to collect debts from management companies, especially if they do not have any assets and they operate in rented premises,” warns arbitration manager Igor Vyshegorodtsev. — I had to participate in the bankruptcy of some organizations managing housing stock. There is practically nothing to take from them, and they are always happy to hide behind serviced houses as a human shield. We need political will to bring the bankruptcy of the management company to an end.”

The expert believes that RVC-Voronezh should not expect “quick money” from the launched campaign (“a live flow of funds can only be obtained through claims against consumers such as Russian Railways and shopping centers, especially since these are small amounts for them”), but it is worthwhile to wage a “struggle for image”. “If they manage to demonstrably punish at least one director of the management company, bring him to subsidiary liability and remove him from the management of the company, this will help them in the future to protect themselves from the growth of debts of the same housing and communal services enterprises,” explains Mr. Vyshegorodtsev.
