The Ministry of Internal Affairs revealed theft of more than 330 million rubles in the construction of the Moscow metro

The Ministry of Internal Affairs of the Russian Federation, together with the FSB of Russia, revealed a multimillion-dollar theft of budget funds allocated for the design and construction of the Lublin-Dmitrovsky metro line, the press service of the department reports. According to the investigation, the attackers entered into subcontracting agreements, with the help of which they artificially overstated the cost of construction and installation works.

In 2007, the Moscow State Capital Construction Department concluded with a large Moscow construction company, the name of which was not disclosed, state contracts totaling more than 26 billion rubles, the department said. The unlawful scheme of theft was implemented by concluding several subcontracting agreements by the general contractor, including with controlled organizations, which allowed attackers to manipulate price policy, artificially overstating the cost of construction and installation work, the Ministry of Internal Affairs noted.

As the investigation established, in 2011, in the execution of the state contract, the general contractor entered into an agreement with an affiliated organization to carry out work on engineering networks at the Shipilovskaya metro station. It turned out that the subcontractor did not fulfill the obligations on the transaction, transferring them to the third commercial organization. In December of the same year, the customer provided a certificate of the cost of the work performed and costs for the amount of more than 330 million rubles. The amount was accepted and paid in full, the report said.

As a result of the construction study, it was found that the volumes and prices of the work were overstated to 20 times, in particular, the attackers added volumes that were not provided for by design and estimate documentation to the certificate of work. In addition, facts of the manufacture of false documents and estimates and estimates were discovered, according to which the work related to the transfer of engineering networks was supposedly performed.

As a result, law enforcement agencies opened a criminal case under Article 159 of the Criminal Code of the Russian Federation (fraud committed on an especially large scale). At the place of residence and work of the suspects, 18 searches were carried out. Items and documents that are relevant to the case were seized. Six defendants are charged. The issue of choosing a preventive measure for them is being resolved. The investigation continues.

Although the Ministry of Internal Affairs is not called the defendants in the case, a source in law enforcement agencies told RIA Novosti that the director of the company Mosmetrocholding was detained in the case. "As part of the operational investigative actions conducted by the police in the case of particularly large fraud, a businessman, leader and co -owner of the construction holding Alexander Smirnov was detained in one of the city’s airports," the agency’s interlocutor said.

Meanwhile, the website of OJSC Mosmetrocholding indicates that the director of the company is Alexander Smirnov. The Ministry of Internal Affairs published videos from some investigative actions. On one of the records, operatives bring a man from the airport outwardly similar to Smirnov, RIA Novosti notes.

Later, on October 15, Interfax reported that the Tver court of Moscow had concluded Smirnov under custody. According to the case file, he was an official charge, he fully pleaded guilty and gave detailed testimony in the case.
