Horses instead of patients

In the building of the Petrodvorets sanatorium, closed due to forced bankruptcy, a horses may be "rest"

The sanatorium "Petrodvorets", which opened in 1926, no longer exists. Having worked for almost 90 years, he went bankrupt. The reason is simple: the cost -effective sanatorium has plunged into debts, because the owner of the building - the Ministry of Culture represented by the Agency for the Management and Use of History and Culture Monuments in 2006 - increased the rent by 20 times. Why this was done is unknown.

The Health Committee, to the question of the fate of the sanatorium, answer that this structure does not apply to them - they say the sanatorium was private. But this could not be. After all, the sanatorium of 1926 was located not in a simple building, but in the architectural monument, imperial stables built according to the project of architect Nikolai Benois, by order of Emperor Nicholas I.

For several years, the sanatorium was intently engaged in the fate of the Peterhof newspaper "2020" . Including, the newspaper published a detailed investigation of state deficiency. The author of the article is trying to find out how the object worth billions of rubles was rented for 49 years to a company with a charter capital of 10 thousand. “Without putting a penny, they were urgent at the expense of the state, built a personal clinic in the security zone, privatized a mineral source, achieved deliberate bankruptcy, and once again at the state account,” says the situation around the sanatorium, the chief editor of the 2020 newspaper Aleksey Sergeev :

- We are here nearby, we all drank this water, so we decided to understand what happened to the sanatorium. There were never free places here, people came from all over Russia, there were dirt here, and mineral beautiful nature, water, the whole complex. But when the Sanatorium Petrodvorets LLC received this place for rent, the leadership, instead of investing in it, began to withdraw money, built nearby a building for a private clinic. That is, they went on a trick - they divided a single complex into two parts: one part remained in the imperial stables, the other in a new building. And they began to slowly bankrupt the sanatorium, brought everything to the law that allows you to apply to the arbitration court and bankrupt ourselves.

When we learned that they were going to fire 120 doctors, we organized information support to them, invited journalists from television, from different radio stations and slightly slowed down this process. But some of the doctors nevertheless succumbed to the persuasion of the authorities and wrote a statement of care of their own free will, the rest continued to fight for their rights. In the end, they were also fired, but as expected, with a weekend. In fact, everything was done cunningly-in theory, a raider seizure under the arbitration umbrella occurred. After all, while the case is in court, no other power has the right to intervene. And this is an indulgence for those who are engaged in the selection of property under the auspices of the arbitration court.

This is ordinary raiding. Sanatorium Petrodvorets LLC lost its historical buildings, they moved to the agency for the management and use of historical and cultural monuments, and the second part of the sanatorium was in private hands - which is amazingly, along with the source of mineral water. This was done very cunningly: even when the sanatorium existed, a mirror company was created, another Sanatorium Petrodvorets LLC, which was half the sanatorium.

- Now the stables may want to restore as a historical object, maybe this is not bad. But what prevents the sanatorium in the new building prevents that it was built under a private clinic?

- And it turned out to be built illegally, the state commission does not accept it, and it has been empty for a year already. But in the imperial stables the state this year invested 2.5 billion rubles for the study, conservation and restoration, the same will be invested the next year. As I understand it, they will prepare it at the expense of budget funds and then put it up for auction. While historical buildings are empty, they are not heated, but in them, no matter what, the restaurant continues to work somehow.

Now it has become a favorite topic to discuss how to return horses here. But now it’s not royal times - where to drink these horses, eat, walk? In general, such things require public discussion. The other day I wrote a request to KGIOP - the Committee on the State Use and Protection of the Monuments with a request to provide the Protocol of the September meeting about what is planned to be done in the imperial stables. I was obliged to answer me within a week, but there is still no answer. By the way, on the southern coast of the Gulf of Finland, our sanatoriums have practically disappeared. Last year, a sanatorium was closed in Strelna-it was the second site of the local sanatorium, now it is taken by the Presidential Affairs Management-under the Yacht Club,-reminds Alexei Sergeyev.

All these years for salvation, and now a resident of the blockade Leningrad Lyudmila Sedova is fighting for the revival of the sanatorium:

- We fought for a long time, the chairman of the People’s Sanatorium Society recently died, and I am convinced that this whole story was not in vain. After all, employees of the sanatorium did not even know that he would be bankrupt. And we, those who rested there, also did not know anything, wrote the director of the request: please change the toilet, repair the doors. I wrote to many newspapers, to television channels, in KGIOP, to the government, and the president is all useless. At first there was an external control, now it was permanent, and they all took it out from there, even uprooted the fountain, they say that it was at someone in the country. And the mineral source was drowned out, only the restaurant works, which looks especially cynical. The fruit of therapeutic mineral water is closed, and the source, they say, is sold. But if the source is not used for a long time, it will either change the direction, or the pipes are rusted, and still it will not be possible to drink water.

They tell us - ride in the Sestroretsky resort, there is similar water, but it is far, and most importantly, the closure of the local source is a crime in front of a large city and in front of those people who rode here from all over the country. I especially want to note that we received such a “gift” on the eve of the 70th anniversary of Victory, and after all, many children of war, prisoners of concentration camps and real veterans who still remained there were treated there. Now the People’s Sanatorium society is fighting for the sanatorium to be opened in a new building, but nothing happens. But in the sanatorium, not only doctors, procedures and baths were treated - nature, Finnish bay, golden autumn, walks, excursions, views on Kronstadt, and fountains treated. All these people were deprived.

The collapse of the sanatorium is well known to the destruction of the Sanatorium, the People’s Sanatorium Society Evdokia Vasiliev. She is now most worried about the "horse" question:

- Now we are most worried about the information that in the buildings of the imperial stables they again want to place horses. We know that in September a meeting was held at KGIOP, but we can’t get any documents from them, and they did not answer the request. They say that they want to hold running, international competitions. They told me to KGIOP that they return their historical function to the buildings - there were horses there, even if they would now. We do not understand how this can be combined with the realities of the modern city, but the threat is quite real.

Officials react somehow sluggishly, the impression is that the city authorities do not need this sanatorium

Residents are actively opposing, but so far no one hears us. The most important thing is that the governor replied to the appeal of deputies from the Communist Party that the sanatorium based on the Peterhofskaya mineral water is needed for people to be a sanatorium. Upon learning of this, I was so happy. But the joy was short -lived: literally a month later, the Ministry of Culture spoke out against, and our governor changed his mind, wrote a written refusal. In October, the activists of our society met with deputy Irina Komolova, there was such a good, strong conversation that the sanatorium was needed not for horses, but for people. We really hope that there will be a new appeal to the governor, and that he will still change his opinion about the sanatorium.

The deputy of the Legislative Assembly of St. Petersburg, Irina Komolova, is skeptical of such appeals:

- We have already addressed him more than once, he answers this way and so. My opinion is this: there is no place in the imperial stables, let the horses be there, and for the sanatorium you can restore buildings on the other side of the street, former residential buildings that are not monuments. But this is not the problem, the problem is in the water source that finds himself in private hands - without a source it will be an ordinary hospital, which no one needs. I am already negotiating with the owner, he does not seem to mind that people take water. But the sad thing is that, talking with the chairman of the St. Petersburg Health Committee, I completely did not find an understanding-officials react somehow sluggishly, the impression is that the city authorities do not need this sanatorium. In order to start acting, we need to wait for the end of the courts to stop the license of the old sanatorium - then we can think about the new. But in any case, this is not fast, ”says Komolova.

The defenders of the sanatorium are afraid: it is horses, and not patients will soon return to the building.
