
Several close associates of Russian President Vladimir Putin used the money withdrawal scheme from Russia through Deutsche Bank. It is reported by Bloomberg with reference to sources familiar with the situation.
In several cases, the beneficiaries of the so -called "mirror transactions" were a certain "relative of the president" and the brothers Arkady and Boris Rotenbergs, agency sources said.
Deutsche Bank refused to talk about the details of the internal investigation, but noted that the regulators in the USA and Europe are informed about its results. The representative of the Rotenbergs denies their involvement in such operations. In turn, the presidential spokesman Dmitry Peskov described Bloomberg information as “unreasonable accusations” and refused to comment on it.
In early June, it was reported that Deutsche Bank is conducting an internal investigation of the possible laundering of Russian clients in the amount of about $ 6 billion. The bank checks the "mirror transactions" of some Russian customers with shares made from 2011 to the beginning of 2015. Clients bought promotions in rubles through Deutsche Bank. At the same time, transactions passed through London, where the bank purchased the same papers for comparable amounts in US dollars. The management of Deutsche Bank is trying to find out whether these operations have allowed to withdraw client funds from Russia without the knowledge of the regulators.
On July 17, Bloomberg reported that the Department of Financial Services (DFS) of the state of New York asked Deutsche Bank to provide information about the activities of the Moscow Bank of the Moscow office . DFS requested electronic correspondence, documents, customer lists and other materials in the case. So the department plans to trace transactions in the amount of several billion dollars. It is supposed to be used to withdraw from Russia income of dubious origin.
In August, it became known that the US Department of Justice was also investigating Deutsche Bank's “mirror transactions” , which were carried out in the interests of Russian clients. Such operations allowed them to withdraw funds from the country without notifying the regulatory authorities. In addition, these transactions, apparently, violated anti-Russian sanctions. DFS was also interested in information about consultants hired by the bank, including Deloitte Touche, which gave recommendations on dubious operations.
The new investigation was the third, conducting in the USA against Deutsche Bank. The American authorities also suspect the bank of repeated violation of laws on sanctions and falsification of foreign currencies.
In March 2014, Putin’s personal friends of Arkady and Boris Rotenbergs, who became billionaires during the years of his reign, were included in the US sanctions list . The sanctions of the European Union were imposed on them a little later, in July of the same year.
