The oil refinery (refineries) “Yenisei” in Komi stopped working due to the unprofitability of fuel oil production, Komiinform reports with reference to the Minister of Industry of the region Alexander Gibazh.
“We reap the fruits of the so -called tax maneuver. In connection with the situation in the oil products market in the global context, the production and export of fuel oil becomes economically unprofitable. This year the company pays an excise fee of 75%, in 2016 it will pay 100%. The possibilities of deliveries within the country are also limited. The situation reaches the point of absurdity, when the fuel oil began to cost almost cheaper than raw oil, ”the minister said.
According to Gibazh, Yenisei does not work for the second month. Compared to last year, the volume of oil refining at the plant fell by 50%, the minister added . In general, in the region from January to September, the volume of oil refining decreased by 22.9 compared to the same period last year.
The head of the Ministry of Finance of the Russian Federation Anton Siluanov on October 13 stated that the state should pay more attention to the industry of processing raw materials, and not oil companies that "feel good in the crisis."
In Russia, from January 1, 2015, there is a tax maneuver that provides for the growth of NDPI for oil workers and a decrease in export fee for oil to 36% in 2016. In September, the government refused to increase personal income tax, and in October, the Cabinet of Ministers decided to maintain a fee at the level of 2015 next year, that is, 42%.
The creation of the Yenisei refinery in 2006 announced the subsidiary of the Moscow Oilmaker Mosneft of the same name. The plant opened in 2011. It is considered the northern node in the world.
