
The head of the Scientific and Technical Council of the Federal Space Agency (Roscosmos) Yuri Koptev proposed to create new managerial structures to control the country's scientific and technical development. As an example to be equal to, he brought the Soviet State Defense Committee (GKO), which operates during the Great Patriotic War, Interfax reports.
Koptev proposed to form two new committees. “Firstly, this is the creation of the State Committee on Strategic Planning under the President of Russia,” said Koptev, speaking at the second All -Russian scientific -practical conference “Analytics in the strategic development and security of Russia: a look into the future - 2030”.
The second initiative of the representative of the Roscosmos is “the formation of a modern system of management of the country's scientific and technical development, including the creation of a supervisory federal body - the State Committee on Scientific and Technical Development under the President of the Russian Federation”.
In his opinion, the creation of another managerial link will help increase the effectiveness of the implementation of plans for scientific and technical development. “The creation of a new system of institutions connecting the work of the planned and scientific and technical committees of the highest political rank is ideologically similar to the creation of the State Defense Committee (GKO), which during the Great Patriotic War ensured the unity necessary to win our country,” said the head of the NTS Roskosmos.
Koptev also noted that the centralization of strategic, planned and scientific and technical powers will require changes in domestic policy, primarily in issues of personnel policy.
The representative of the Roscosmos did not say whether the new structures will help to avoid such scandals as with the East Cosmodrome, which, as Koptev said in August, over 10 years will take more than half of all funds required for the development of Russian cosmodromes, 560 out of 900 billion rubles.
The cost of Eastern steadily grew up all the years of construction. In 2007, the construction of the entire cosmodrome was estimated at 130 billion rubles, Roscosmos later estimated the construction of 400 billion rubles, Spetsstroy called the amount of 300 billion rubles, and at the end of 2011 the Space Agency presented the government with 493 billion rubles.
From 2011 to 2014, 1.4 billion rubles were allocated from the federal budget on the cosmodrome. Another 40 billion rubles were transferred to Spetsstroy since the beginning of 2015. In May, the agency asked another 20 billion rubles. In early August, it turned out that 20 billion rubles were owed to the host of the Dalspetsstroy.
They promised to complete the construction by November 30 of this year, but the work was going around, and the builders repeatedly complained about non -payment of salaries. Due to the delay in salaries, the investigation opened several criminal cases. Currently, in investigative materials, there is a sum of 5.4 billion rubles stolen in the construction of the "East".
