The initiative comes from the First Deputy Chairman of the State Duma Committee on Natural Resources Ivan Nikitchuk and Deputy Chairman of the State Duma Committee on Economic Policy Nikolai Arefiev, the Izvestia newspaper writes :

Nikitchuk is sure that homosexuality is a huge threat to every normal person who can hit children or grandchildren and, thus, interrupt the clan.

“And since in the biological sense, insistence is ultimately the same as death, then homosexuality is a mortal threat to all of mankind,” the parliamentarian said.

According to the bill, citizens will pay a fine of four to five thousand rubles for a public expression of non -traditional sexual relations, which consists in demonstrating their distorted sexual preferences in public places. If the “camming out” occurred in an educational institution, the cultural institution or authority, the punishment may tighten up to the arrest for up to 15 days.

Therefore, human rights activists are not unreasonably believe that current legislation prohibits discrimination, including on the grounds of sexual orientation.
Another important point - the article for homosexual relations was canceled in the Criminal Code of Russia back in 1993. Thus, our state is completely consciously and officially allowing homosexual relations. I consider it simply ridiculous this proposal, pushing people to hide their orientation. I hope that the State Duma deputies are enough not to maintain obscurantism proposed by the Communists regarding sexual minorities.

Dmitry Gudkov tells a story from which it becomes clearer from where such initiatives come from and what path Russia has been making in recent years:

It happened in a longtime 2002. Then there were still single -mandates in the Duma, who united in the People’s Deputy group, led by Gennady Raikov (soon this group became the "People’s Party"). I then worked in her press service.

Apparently, in order to increase the popularity of the new association, his PR managers came up with 7 initiatives for Gennady Raikov: to reform a number of social laws, as well as return the death penalty and criminal punishment for “sodistry”. Under the package of bills, signatures of another 4 deputies appeared, including Dmitry Rogozin. <...>

The failure was grandiose. All the media took up Raikov and our party, in the nearest elections she gained about 2% and in the new Duma could not even form a new deputy group from her single -mandate. Soon, many of them flowed into United Russia, and the story ended on that.

The fatal proposal was, I recall, was made in 2002. I do not see something in a stormy wave of indignation in the media, society chews the plot indifferently and crawls on. It is already accustomed to the fight against the “propaganda of LGBT”, it can be stirred only by the bill on the public crucifixion of boys in the squares. So such ideas (quite in the spirit of Germany of the 30s, by the way) is a diagnosis not only of the Communist Party, but also to us. Ready to argue that the bill will not affect the results of the Communists in the next elections.

And the number of such initiatives will only grow now. The real agenda will be replaced by delirium and flood. It is clear that all these bills are impenetrable, but they will discuss them, reduce their sensitivity. “Do you want to talk about eating children alive? - No? Alexander Timofeevsky comments on what is happening with disgust:
