The All -Russian Center for the Study of Public Opinion (VTsIOM) conducted a sociological survey about the attitude of the population to the arrest of the governor of the Komi Vyacheslav Gaiser and to the struggle of the state and corruption. The respondents were also asked about their opinion regarding the level of corruption of society and the most problematic areas, from the point of view of the corruption component.
According to the results of this study , for the first time in ten years, a positive indicator of the corruption index was recorded. This indicates that this year Russians evaluate the effectiveness of the authorities in the direction of the fight against corruption is much higher than before. 48% of respondents noted certain results of this activity, in 2005 there were only 30%.
In addition, VTsIOM again calculated the corruption index regarding the society as a whole, in October of this year it sank to a minimum for nine years of similar surveys and amounted to 70 points. Respondents evaluated the level of corruption in their native cities and villages lower than in society as a whole. In addition, the corruption of institutions of federal and municipal authorities, according to Russians, has significantly decreased over the past six months.
During the survey, the Russians were also asked about the arrest of the head of the Republic of Komi Vyacheslav Gaiser, as it turned out, 60% of the study participants knew about this. Every fourth who heard about these events began to relate to the leadership of the country, only 6% began to relate worse, and the remaining two -thirds of Russians did not change their opinion. They admit that this could happen in their region 39%, 41%, on the contrary, believe that this is excluded.
Dmitry Nesvetov, a member of the Council of the Moscow Branch of Russia, believes that there is every reason for the subsequent growth of this index: “This year, especially recently, the intensity of revelations and the number of loud processes in relation to high -ranking persons of different levels have increased. If in the first stripes of newspapers and in television, except for those related to Ukraine and Syria, the struggle of the state with corruption will be covered with the same intensity, this index will grow even faster. ”
According to Nesvevetov, the attitude of the population towards the struggle of the state with corruption that we observe is due to the high degree of lighting in the media: “The positive value of the index is due to the fact that before the capture of corrupt officials was not told so details, and a wide resonance was not provoked. The results of polls of public opinion reflect the amount of attention that respondents pay a specific topic. The volume of attention is directly proportional to the amount of information in the media on this issue, ”said the expert of the“ support of Russia ”.
“The intensity of discussing these issues in the public field does not directly affect the level of citizens' trust in power. Russians will become more loyal when the fight against corruption will become more effective. The effectiveness of the fight against corruption is not the number of revelations, but the changes felt by the citizens themselves for the better in household life, in business practitioners, in relations with officials, ”Dmitry Nesvetov shares his thoughts.
He especially emphasizes that effectiveness is, first of all, the quality of anti -corruption institutions and the inevitability of punishment, which are not yet, and therefore, for now, to talk about a decrease in corruption.
“Expanding at a high level, the arrests of governors and the like can be considered as a socio-political trend. Now a special role in this process is given to various social movements, including the ONF. The resonance exposure of bribery will certainly be, but this, alas, does not indicate an increase in the effectiveness of the fight against corruption, ”Nizhvetov summarizes.
The vice -rector of the RANEPA, Alexander Safonov, believes that these results confirm the existing trend: “When Russia joined the UN Convention against Corruption, it was forced to implement many of its provisions. In particular, five years ago, a civil servant code appeared, more stringent requirements for submitting state -wide declarations were introduced, starting in 2011, the practice of publishing income declarations was introduced, in all ministries and departments, commissions on the conflict of interests that could work with citizens' appeals were included, and their responsibilities were included in the verification of interest conflicts, a ban on managing and managing and managing and managing the management and management and a ban on managing and managing the management and administration Finding businesses, ”Safonov recalls.
He adds that from this year, restrictions prohibiting civil servants in certain positions have entered into force to own property abroad and have accounts in foreign banks: “At the same time, the VTsIA data recorded a negative attitude to the work of the government and the president in this part, because largely organizational and technological work, which forms the basis for the fighting of corruption, was not public for the majority of the population,” the expert explains.
“That is, people did not notice this work and, of course, they could not objectively evaluate the scale of organizational transformations. This year, really several serious public events took place when two governors were arrested in a row. Moreover, the governors were also arrested and condemned before, but of course there was no such speed with which there was no information about this in the media, of course, ”says the expert, and in his opinion, this is a serious difference between the current year.
Alexander Safonov believes that people first of all reacted to a situation that fell into the media: “This, of course, was the replacement of the entire managerial apparatus in the Sakhalin Region, where anti -corruption measures affected not only the governor, but his entire team. In this sense, the effect of advertising, the density of information worked here. The second moment was the events in Komi, where a large number of people were also arrested, ”he says.
The repeated emergence of messages about the activities of the police or the FSB in relation to the leaders of various ranks also deserve attention in the media, Safonov believes. In particular, also because now this often applies to persons who are members of the ruling party, United Russia.
“This affects the mind and consciousness of people in the understanding that the president has seriously worried about the struggle against corruption, and now there is no longer a saving letter in the form of a high position or belonging to the party in power. The density of information about the series of arrests in relation to officials, political figures and heads of budgetary institutions that occurred this year, ”said the vice -rector of the presidential academy.
“All the prerequisites were already laid in the previous period of time, but people simply did not see how this work was going. Therefore, as soon as it becomes public, people begin to evaluate the result, but for now, work is carried out at the level of legislation, or it is routine work of ministries and departments, this activity, as a rule, does not fall into the media and does not acquire a serious social sound, ”adds Alexander Safonov.
The expert of the RANEPA also draws attention to the fact that the All -Russian Popular Front also actively connected to anti -corruption work, conducts a popular examination and monitors public procurement. According to the results of the ONF activities, many structures are forced to cancel ugly tenders related to the acquisition of expensive items and services that do not have an urgent need. “These two events created such positive trends in social well-being,” says Mr. Safonov.
When asked about maintaining these trends at the current level, he answered that several points should be taken into account: “Firstly, Russia has created a comprehensive infrastructure that meets all modern requirements for monitoring the income and expenses of officials, on the one hand. Secondly, state purchases have become more transparent from us. And thirdly, we are now in such an economic situation in which any deviation from the value of the state contract, which was associated with sloppiness or corruption manifestations, is very sensitive to the budget. Therefore, based on economic prerequisites, when each ruble needs to save, manifestations of corruption are very sensitive to the state. When the state was too rich, this was not particularly noticed. Now the state understands that this is one of the areas of saving budget expenditures. Therefore, the effectiveness of the fight against corruption is naturally increased, as there is a very serious economic motive, and not just a political task, ”says Mr. Safonov.
“Naturally, this trend will be preserved. You can recall the events around the state corporations, for example, when problems with Glonasses were dealing with, with the East Cosmodrome, where huge resources were pumped, and the result was zero. By the way, the beginning of the campaign on the eastern was given by the Accounts Chamber, which has inspected the situation, created an information base so that the investigating authorities further make a procedural decision. Therefore, we see that economically objective motives are also connected to this struggle. It is clear that the budget of 2016 we have a very tense, and to a large extent the state saves on social expenses. And in these conditions, to admit that people will see how projects are not implemented due to the fact that money goes aside, it is politically dangerous and economically unprofitable, ”the expert says.
“Plus, in 2016, we are going to the elections, where people should vote for effective power, and one of the power criteria in difficult socio-economic conditions is the time of the fight against corruption. There are many motives, and we will observe that the process of combating corruption will continue even more efficiently and more rigidly, ”concludes the vice -rector of the RANEPA.
