In the area of ​​the city of Happiness in the Luhansk region, the exchange of prisoners took place according to the “9 to 11” formula between separatists and Ukrainian government forces, Ukrainian truth reports . ”Representatives of the OSCE, the International Committee of the Red Cross and the joint center for control and coordination were observed.

According to the Donetsk News Agency, representatives of the DPR handed over four prisoners to the Ukrainian side. They were captured from two months to a year. Among the liberated militants are four from the DPR, the remaining seven - from the LPR.

The exchange was planned to be carried out on October 16. However, it did not take place due to "unacceptable requirements" put forward by the separatists. According to the SBU, 153 Ukrainians were held in the DPR and LPR.

The release of prisoners according to the formula "all for all" is provided for by the Minsk agreements. February 21, ten days after their signing, a major exchange of prisoners took place .
