On October 29, the Council of Science under the Ministry of Education and Science took place: the Council was updated to
third. Academician of the Russian Academy of Sciences, Alexei Khokhlov, was again elected chairman of the council, and his deputy was Lenkor RAS Askold Ivanchik. I enter the section of young scientists in science, so I plan to mainly deal with the problems of novice researchers. In Russia, a system that provides youth support at different stages of their career is not built in Russia, stimulating to stay in the country, and not go to graduate school abroad. In recent years, individual events have been held that have somewhat improved the situation: new scholarships, new grant programs have appeared, attempts have been made to create an institution of postdrods.
But all these efforts of both the states at the federal level and individual universities are insufficient and inconsistent.
In some points, the situation even worsened - for example, the federal target program “Personnel” was discontinued, which was aimed at solving the problem of the reproduction of scientific personnel. This tragedy for Russian science was the termination of the activity of the Dynasty Foundation. Foundation programs (RFFI, RNF) are not always successful precisely from the point of view of youth support, since the main goal of the funds is still conducting scientific research. There is a set of problems at almost every stage of the career of a young scientist. A particularly strange situation has developed at the stage of obtaining an independent status by young scientists, i.e. His transformations into the head of his own scientific group or laboratory, which promotes his scientific direction, and does not develop the direction proposed by the scientific director. I would like the young researcher to timely receive a chance to fill the cones in independent swimming. At the same time, it is important that laboratories arise on a competitive, competitive basis, how they are created, for example, as part of the Megagrators program or the Molecular and Cellular Biology program. Not sure that this and other problems can be quickly resolved, but they need to be solved.

I don’t have a minimum program: first I need to figure out what the Council does and what tasks it really helps to implement. And the maximum program, without which I would not even try, is. It is to contribute to managerial decisions that would help the development of social sciences in Russia. Such decisions should, on the one hand, should take into account the specifics of social sciences, and on the other hand, to proceed from the fact that it is still science, and they are not separated by a wall from other fields of scientific knowledge, nor from the world's trends of scientific development. Unfortunately, now a desire to create a very special social science in Russia is now being revived, like Sovetsky, which was not interested in anyone outside the USSR and the “socialist community”, and in the USSR itself it was only in demand for propaganda purposes. I am going to confront this trend at any venues, including in the Council.
