“Why do they come with scientists with a large, very successful institute as with serfs, as with a dumb cattle?” -In 2010, the physicist Dmitry Dyakonov , deputy head of the theoretical physics of the St. Petersburg Institute of Nuclear Physics (PIIAF), speaking at a scientific diaspora conference. The main theme of his vivid performance was the alienation of the scientific community and power. In particular, according to him, the former director of the institute learned that Piyaf decided to transfer from the Academy of Sciences to the Kurchatov Center, only from the media.
Recall that Piyaf, from the moment of founding in 1956 and the transformation into a separate institute in 1971, was part of the Russian Academy of Sciences, and on September 30, 2009 was transferred by the Decree of President Dmitry Medvedev along with two other leading nuclear-physical institutions-the Institute of High Energy Physics (Protvino) and the Institute of Theoretical and Experimental Physics-the Kurchatov Center.
At the end of October 2015, the appointment of the new director Denis Minkin was no less a surprise for employees and director of Piyaf 68-year-old Viktor Aksyonov. The latter will now become the supervisor of the institute.

It is still unknown to the general public why the choice of Mikhail Kovalchuk fell on the professor of fire safety department of buildings and automated fire extinguishing systems of St. Petersburg University of the State Fire Service of the Russian Emergencies Ministry. Fontanka.ru suggested that one of the main reasons was that Minkin “is the founder of the rifle club, which was part of the Sporting Federation of Sorting Yuri Kovalchuk” [1].
Being the supervisor of this university, Minkin defended a dissertation there in 2006 for the degree of Doctor of Technical Sciences, which immediately attracted the attention of Dissernet experts [2]. It turned out that the work of the “methodological foundations of the management of socio-psychological and professional adaptation of staff in teams” is a completely clear copyist with another dissertation -deputy. Head of St. Petersburg University of the State Fire Service of the Ministry of Emergencies of Russia, Ph.D. tech. Sciences of Evgeny Alexeika [3].

The source of copying for the doctoral Minkin was also the candidate dissertation of Alexei Nikolayevich Kozlenko “Organization of the process of managing professional and psychological adaptation of cadets in higher fire and technical educational institutions” (2002).
It turned out that Alekseik himself was not an original author, but copied his candidate dissertation with the monograph “Diagnosis of socio-psychological characteristics of small groups with external status” (authors-Bagretsov S.A., Lvov V.V., Oganyan K. M), published at the St. Petersburg University of the Ministry of Internal Affairs of Russia in 1999 [4].
The personal scientific contribution of Yevgeny Alekseik came to the creative replacement of the word “group” with “training groups”, “calculations” with “educational calculations”, etc. However, in the “conclusions” section, Alexeiik showed unheard of liberty, not only changing the reduction in the TCP counts, but also sharply increased the readiness of the latter from 3-5% to 23–25%, that is, then committed The intentional substitution of scientific data.

If you look at the same fragment in Denis Minkin's dissertation (2006), on p. 281, it can be seen from it that the newly -minted director Piyaf did not see the original monograph and copied directly to Evgeny Alekseik:
“According to the proposed methodology, it was established that if we consider the conditions of activity, the level of initial training of candidates for work in the departments of the Museum Company CJSC and the permissible time of the formation of personnel groups unchanged, then the use of a set of developed tools and methods for their use allows you to increase the professional acceptance of employees under consideration, and, accordingly, the economic profit of the organization by 23–25%” . As you can see, Denis Minkin also went not only to the copy of the ladder of other people's texts, but also to the intentional substitution of scientific data, which is an even more serious violation of the ethics of science. There are the same substitution in the data tables for experimental groups in other places (table 5.8 on p. 272 in Minkin and table 3.8 on p. 172 at Alekseik). This is no longer about two numbers, but about several dozen. The control and experimental training groups turned into groups of OJSC Skorokhod and LLC BIO.
The other day and. O. The rector of the MAI was appointed former rector of Mati Alexander Rozhdestvensky, whose task is to solve the problems of this institute. Do not believe it, but he also became the hero of the disserte ! Its dissertation for the degree of Doctor of Economics (2009) is copied from three dissertations of 2003 and 2009 and a collection issued by the information and analytical department of the apparatus of the Council of the Federation of the Federal Assembly of the Russian Federation [5]. A rhetorical question: maybe Mikhail Kovalchuk and Dmitry Livanov specifically appoint people to lead posts in science and education, who are then easy to remove for false dissertations?
