In recent years, the main elements of the national innovation ecosystem have been formed in Russia, but the results achieved do not meet expectations. Below are some of the findings from the National Innovation Report.

The share of innovative products in total output is 8-9% (in leading countries ~15%) and has not been growing over the past three years.

Labor productivity in non-resource sectors is 18% lower than in the economy as a whole.

The results of Russian innovations still have low competitiveness: Russia's share in total world exports of high-tech goods is 0.4% (0.21% in 2010).

It is impossible to clearly describe the structure of innovation costs and assess the quality and efficiency of these costs.

State investments in human capital contribute to the competitiveness of foreign economies: Russia is worse at retaining and attracting human capital than countries that are leaders in innovation.

Current R&D activity does not translate into results: Russia lags significantly behind the leaders in the number of international patents, with high government spending on R&D and a comparable number of researchers to the leading countries.

Business projects raised by the local venture market do not find application in Russia and leave the country: while the number of startups is at the level of Western European countries, the specific number of innovative companies in Russia is three or more times lower than in the leading countries.

In existing companies, receptivity to technology is low (investments in intangible assets in Russia are 3-10 times lower than among leaders); demand is satisfied mainly by the import of technologies.

Both innovation and technology policies are formed situationally, management of the development and implementation of each of them is uncoordinated - both at the level of documents and at the level of subjects of the management system (government bodies, development institutions); innovation and technology policies do not have a clearly defined “owner”.

There is no unified system for monitoring the innovation system; current performance indicators are focused on costs rather than results.
