"Vedomosti": Sergey Shatalov’s supervising tax system may leave the post of deputy minister of finance

The deputy head of the Ministry of Finance Sergey Shatalov, responsible for taxes, will leave his post from next year, despite the persuasion, writes the newspaper Vedomosti with reference to two federal officials.

The key author of the Tax Code and one of the developers of the Tax Reform of Shatalov has a very high political weight and often defended his position in disputes with Russian President Vladimir Putin, the newspaper recalls.

It was on him that the Ministry of Finance was counted in a dispute with oil companies regarding the reform of taxation of mineral extraction (the Ministry of Finance achieves a point increase in the tax burden, and the lobbyists of the heap - its reduction). However, according to the newspaper, the deputy minister firmly decided to leave his post.

The 65-year-old Shatalov, according to the publication, was already trying to leave the Ministry of Finance this year, but he was persuaded to stay. At the same time, the publication does not indicate what are the motives for the official of the official.

Sergey Shatalov participated in many battles with lobbyists, helped in the mid-2000s to reform the taxation of the oil industry: the removal of additional revenues at high oil prices was introduced from oil workers, which made it possible to replenish sovereign funds.

Shatalova, according to the publication, can be replaced by the director of the Department of Tax and Customs and Tariff Policy of the Ministry of Finance Ilya Trunin. He has been heading the department since the end of 2006 and is considered one of the key figures in tax policy.

According to one of the officials, Trunin is unlikely to change the previous course, as he built the system with Shatalov. The disadvantage is the fact that he will lack weights in positions called political.

It is unlikely that with the advent of a new figure it will become easier for lobbyists, one of the officials explained to reporters: the main thing is now the main thing to maintain at least something in sovereign funds, and therefore support will be guaranteed support.
