
A bill on a three -year moratorium on the introduction of a collection for federal highways weighing more than 12 tons has been introduced to the State Duma. The document is published in the database of the lower house.
The authors of the document were made by deputies from "Fair Russia" Oksana Dmitrieva, Ivan Grachev, Andrei Krutov and Natalya Petukhova.
In the explanatory note, the authors focus on the positions of representatives of the auto business, who believe that the introduction of a fee since November 15 of this year is impossible, since "the conditions in our country are very different from the practice of European countries, on which the introduction of the above fees is based."
"Basically, heavy trucks were purchased for credit funds and are pledged by banks. An additional financial burden will make it difficult to comply with the payment schedule. A well -established system for the interaction of small businesses - customers of transportation, banks, crediting carriers, and other structures serving this economy sector can be completely destroyed," the authors of the bill say.
On November 15, on the day of introduction, truckers intend to declare an all -Russian strike. Some call for more radical actions, in particular, to overlapping the tracks.
On Wednesday , a mass protest of drivers of heavy vehicles was held. Over 300 Novosibirsk truckers occupied both roadsides on the R-254 federal highway near Novosibirsk. Cars stretched more than a kilometer. In the Belgorod region, drivers of 150 heavy vehicles partially blocked the Moscow -Crimea highway. They remained free for movement in one lane in each direction. Similar shares were held in the suburbs, Krasnoyarsk, Tomsk, Kaluga.
In most regions, the police did not interfere. However, in Novosibirsk, the head of the Siberian Association of Automobile Carriers Vyacheslav Trunaev was fined 20 thousand rubles under part 1 of Article 20.2 of the Code of Administrative Offenses (organization of an inconsistent campaign). In the Smolensk region, a protocol under the same article was drawn up on the coordinator of the Bochkov Roman. The organizers of the action were detained in the Chelyabinsk region.
On Monday, the government published a decree to reduce the collection of to 1.53 rubles. However, since March, the tariff for moving along federal routes for duodeners will be increased to 3.06 rubles. Since 2017, the collection will be 3.73 rubles, as planned earlier.
On Wednesday, Deputy Minister of Transport, Yevgeny Dietrich, said that fines for unpaid passage of trucks along federal highways from November 15 will be charged only in the Moscow region. "The fee is introduced throughout the country. It was decided that from the moment the system is launched, the fines for non -failure will be charged only in the Moscow Region," the deputy minister said. - On the roads of the whole of the Russian Federation, fines will be charged only from May 1, 2016. The operator of the RT-Invest system Transport Systems and the traffic police of the Moscow Region has already tested the control system. In the Moscow region, the control system is completely deployed and from November 15 it will work in combat mode. "
