In this context, an ordinary receiver of a small municipal deputy looked much more significant.

To understand the motives of the Act of Nakarkin, we went to his native town of Suoyarvi (140 km from Petrozavodsk, and less than 100 from the border with Finland; 10 thousand inhabitants). This trip for me personally is still important that this is the only way to understand the motives of tomorrow's decision of Judge Eduard Novoselov. Here is a lawyer Dinze, which defends Nakarkin in court, asked the court to conduct a comprehensive psychological-linguistic examination of the scandalous statement of Nakarkin. Vladimir Stanislavovich did not become a deputy that by chance-but somehow spontaneously. Nadarkkin won the elections without any effort, without leaflets, without the election campaign as such. He didn’t even have to redraw his life for this - he just told people that he wanted to be a deputy - and they chose him. The head of the urban settlement Petrov, however, does not consider Nakarkin’s victory in the elections something like that of the ordinary. “Simply,” he says, “we have a dozen votes here. He walked around the yards - they voted for him. "

All problems of the city of Suoyarvi follow from its history. In 1940, according to the results of the Winter War, between the Soviet Union and Finland, Suoyarvi was among the settlements that departed to Russia. Almost all Finns, as well as the bulk of the Karelians, went to Finland. The union began to inhabit the liberated territories by the "colonists"-border guards, railway workers who pulled a transport branch here. For these people in the 40-50s, barracks were built, temporary dormitories, in which, as everyone thought then, people will not stay for a long time. Then the happy future generally seemed very close. At home, they put wooden, embankment.

The years were going, the Soviet power of Suoyarvi has lived out, thereby fixing its indigenous rights to this frosty, swampy land. Agriculture has grown significantly here, opened and a cardboard factory earned at full power. All this attracted new and new people here. Someone was settled in new brick houses, rebuilt by a cardboard factory, but many got huts freed by the military and railway workers. Meanwhile, over the years, along with slag, filling the hollow walls, all their essence poured out of these houses. To date, wooden municipal houses in the city are about 400. Each lives in several families. The life of each of these families is a grave darkness.

The poultry farm closed behind unprofitability, competitive management was introduced at the cardboard factory. In the city for 9 thousand inhabitants, about 3,000 able -bodied population. Of these, only officially more than 300 people are registered as unemployed.

Here we can say many correct words about the situation in the Russian economy and about difficult times, but their whole essence comes down to a simple statement: Suoyarvi to the country is a burden.

Nastya, who for 2000 rubles a month rents a room in a wooden hostel at 6 Oktyabrskaya address, is probably quite prosperous youth. Firstly, she provided herself with housing, albeit temporary (left her mother, who lives in the same hut). Secondly, Nastya still has an education (“and a good diploma”)-for two and a half years she studied in the Code of Criminal Procedure for the seller. (The Code of Criminal Procedure, by the way, the regional Ministry of Education wanted to abolish this year through optimization, but the Suoyarvsky leadership somehow repelled it). Thirdly, Nastya has a job: she works at the Karelia Hotel Bartender.

Her wretched room does not fit in the glamorous image of her profession. The walls, in some places covered with dirty once pink wallpaper, demonstrate the gray circles of mold, which slowly devours the house. The cracks in the window are covered with a newspaper - and still cold. The uncertain light of the muddy Karelian morning is supported by a dim light bulb. And that - until the wiring is span. A sour smell of urine, which happens in a neglected nursing home, is mixed to the smell of dampness. He goes from a pipe that does not end in the floor room - but simply shuts up with a cloth. The toilet of the residents in the corridor, but it has nothing to do with the sewer. This is just a toilet above the hole in the floor. Under the toilet - the basement.

When the sewage is overwhelmed, the car is overwhelmed, the car can come, this is the whole thing to pump out. Or maybe not to come.

There is no soul in the hut. And in other city barracks he is not there either. One old woman took herself a shower in the 1954 wooden house (she had two lying people with bedridden) - so the housing inspectorate awarded her a fine for this. For the fact that it harms municipal property.

But Nastya got a job well - he goes to the shower at work, in the hotel. Others are worse. Her neighbor Galina Pavlovna Korolyuk (in line for housing - 38 years) is crying:

“Previously, I had a company, I went to the bathhouse in the bath. 600 rubles an hour. One hundred rubles came out. And then I got sick, instead of me they took another one to the company. What they will wait for me? Now you need to look for a new company. More than six people are not allowed into the bathhouse. ”

What is characteristic: all residents of this house receive payments for utilities. And there is even a string “sewage and sanitation”. Sewer - no, but there is a line. However, the main part of the barracks, like the one in which Nastya and Galina Pavlovna live, still does not pay for housing. The frozen piles of payment stick out from the mailboxes. Mail regularly drags new and new ones.

MP NASAVARKIN knows these collapsed huts, like peeling. He enters any house confidently, without knocking, with a decisive "so that you have it." And in every house he is greeted as his own, close. Nobody walks around these houses again. The head of the city Petrov promises the commission - but it is still not and not.

The head of the city of Suoyarvi, the popularly elected Roman Vitalievich Petrov, sits in a modest very cool office on the second floor of the administration. On the table he has a large monitor on which the mail is open. Boots were put under the battery (in vain: the boiler room in the city did not work for three days, and only now it was repaired; cold batteries). He tries to be clear and democratic, which, probably, should be a modern young official.

“We included 207 houses in the major repairs program,” he says. - This means that until 2044 we will have 207 houses systematically repaired.

On the table in front of Roman Vitalievich shudders a mobile, starts desperately romantic: "This guy was one of those who just love life! .."

I turn off the recorder, and Roman Vitalievich finally turns into a modern young official. He decisively, with a challenge, even admits that - yes, he is a careerist. Here. And there are also several those who do not want to leave here from here who want to make human life here. And yes, in Finland, where he lived for four years, life is completely different, everything is completely different. But he is still here. And he does not even regret a swearing word, so that we normally, in Russian, have understood that in Suoyarvi there are those who do not want to work normally.

He shares his sadness and pain: if you recognize at home emergency, then their inhabitants will have the opportunity and the right to demand through the court to be resettled. And where is the money in the budget? So try in this situation to recognize the house unsuitable for life ... On the other hand, due to such caution, the federal program for the resettlement of emergency housing in Suoyarvi will affect residents of only eight houses - those that were included in the emergency list until January 1, 2012. Who then could foresee it, her, this program? And the new program is also a dream. Nevertheless, “about 6 houses this year have already been recognized as unsuitable for living. This is 4 times more than the total recognized by the former authorities of the Suoyarvsky district until January 1, 2012. ”

And in total in Suoyarvi, I recall, about 400 municipal houses.

MP NASAVARKIN does not want this cautious logic. He has one logic: people should live in a human way. In the next overgrown mold, which failed underground, he rumbles: "I’ll go to you - and I will throw this deputy in the face of this deputy!"

But not the fact that it will work, Vladimir Stanislavovich. Not a fact. Because this state has the right to speak openly that it is disconnected from people. "Planned, until 2044." And people of such things have no right to say.

Immediately at several Suoyarv officials, we asked what they were thinking about Nakarkin. If you summarize briefly: "It prevents it from working with your bustle."

But here I look at all this situation and I understand in a prisoner:

Yes, even if Nakarkin does not have higher education, even if he does not know any laws, but he knows one and the most important law-a person cannot be humiliated. No formal excuses are rolled here; Do not like it - be outraged.

They say to him: "At home, they would not be in such a terrifying state if the people living in them would have taken a share of responsibility themselves." And he to them: "They are old women, they already scooped up their share." They are to him: "There is no money in the budget." And he to them: “And you, dear gentleman, live in their blank, and let them live at least in your mansions for a week. Maybe there will be money. ” They are to him: "Yes, you are insulting us!" And he to them: “That's right! Judge Nakarkin for such a thing! "

Well, what can you tell him? Only the back door of a long black car will slap - yes you will go to the distance along a shaking forest road.

In short, I think that they are judged by Nakarkin not because he is dangerous for the state. But because I was just tired with my indefatigable truth.

At the trial, Vladimir Stanislavovich Nakavarkin is very nervous. He sits, looking at the floor and hugging himself with his hands. A little noticeably swayed.

At the last meeting, witnesses of defense were interrogated: deputies of Karelian Zaks, the “apple -tanks” Emilia Slabunov and Alexander Spiridonov came to support Nakarkin, and several of his voters from Suoyarvi were not too lazy to come. (At the previous meetings, three witnesses of the accusations, all of some military fraternities, and all, apparently, were somehow affiliated with the FSB).

The deputy himself was questioned. He spoke a little about the circumstances of the crime imputed to him:

- I learned about the rally, arrived in Petrozavodsk, went to the rostrum. “Where are you from? - From Suoyarvi. - About? “Yes, there are many reasons.” He began his speech that hospitals, kindergartens are closed with us, it is impossible to live in homes. My first was a speech, maybe I did not know something. I did not think then that such consequences would be. Now I know that 280 is an article. And then what was it for me?

- What did you mean when they talked about the referendum? - the prosecutor was attended.

- Yes, I don't know! It just came to my head. Well, they show on TV, in the Crimea: they collect signatures, so many people. Well, what am I alone would go?! Well, just flew out with me! True! I don’t know how to attract the attention of the authorities! Nothing was built in Suoyarvi for 25 years!

The judge tried to soften the situation:

“But now you understand that not everything at the rally can be said?” Right?

- Right! Only the governor is Khudilainen in the newspaper threatens America with an atomic missile carrier - and they are judged by Nakarkin!

- Do not be distracted. They will judge Khudilainen - we will judge him, ”the judge concluded tiredly.

The next meeting in the case of the separatist Kovarkin is scheduled for today.
