On Saturday, November 28, Russian President Vladimir Putin signed a decree on measures to ensure national security and the application of special economic measures against Turkey. The measure was a response to an attack by the Turkish Air Force on a Russian Su-24 bomber near the Turkish border.

The document introduces a ban or restriction on the import of certain types of Turkish goods into Russia . Their list should also be determined by the government. What is clear so far is that this measure will not affect those goods that citizens will import from Turkey for personal use.

The presidential decree also introduces a ban or restriction on the activities of organizations that operate in Russia under the jurisdiction of Turkey. We are talking about a ban on them performing certain types of work and services, the list of which will be determined by the government.

Putin also prohibited employers from hiring workers from among Turkish citizens from January 1, 2016. The head of the Ministry of Labor Maxim Topilin said today that the quota for Turkish workers in Russia in 2016 will be significantly reduced .

He clarified that the government will prepare a list of Russian companies that will be allowed to hire Turkish citizens in December . According to him, the list will include, in particular, those employers who have unfinished contracts for the construction of large facilities. We are talking, for example, about work in the Yamalo-Nenets Autonomous Okrug, Tatarstan, St. Petersburg, Moscow, Perm Territory, Volgograd Region, Topilin noted.

In addition, the presidential decree introduces a ban on charter air travel between the two countries. The document also envisages a partial suspension of the visa-free regime between the two countries from January 1, 2016. This will affect Turkish citizens who enter Russia.

The press secretary of the Russian Prime Minister, Natalya Timakova, told TASS that the ministries have submitted their proposals to the government on implementing the decree of the Russian President on measures against Turkey. “They are now being processed to prepare the appropriate government resolution,” she clarified.
