Rally of truckers against Plato in Omsk, November 25, 2015
The M5 highway - Novoryazanskoye Shosse - from Moscow towards the region. Four are sitting in the roadside cafe. Everyone stared at the TV. On the screen, President Vladimir Putin talks about the plane shot down by the Turks. “Tin, of course,” one of the sitting sighs. This is Roma, a trucker. His shiftman, Nikolai, silently eat soup. Fifteen minutes later they go out to smoke.
When asked where they are protested against the Plato system, Roma answers: “There are no striking here. Everyone wants to eat. " Nikolai only assumes and frowns. Both agree that all the “cattle” taxes and the system “not a damn thing are debugged”. However, they have no choice: while there are bets and pay salaries on them, you need to ride.
Moscow is silent
On the other side of the highway, they agree with this. A week ago there were fifteen trucks with posters "Down with Plato!" Now - only the line in the terminal of the system. New taxes are reluctant to talk about new taxes. Nobody likes to pay 1.5 rubles. For every kilometer. “I have four of my wagons, so I’m crying for mileage too,” says the trucker Vasily. They do not call surnames here - they do not want to glow. “If you go to the southern regions or there, for the Urals, it turns out that I will pay more taxes than I will receive for the load,” the driver explains. According to Vasily, transport companies are not going to revise the bets, they pay as before. “But this is someone who agrees, of course,” the trucker clarifies.
It is easier for those who drive a wagon belonging to the company. “The company pays for all taxes,” says a driver named Peter. He had a Plato on -board computer on time - November 15. “They did everyone there (in the company), I just arrived and took the device,” says the driver. He says that without a device now, and almost all truckers from Moscow are in one way or another in the system. “No one wants to pay fines, they are some fabulous there,” Peter explains. He also explains the absence of truckers in Moscow: more or less large car owners registered in the system, “water” is mainly small owners who have no other choice.
“There are no strikers here. Everyone wants to eat "Plato system
Director of the Fortressure company Ekaterina Bolotova agrees with drivers. She was one of the first to head the protests in Moscow, was engaged in the organization of shares on the Novoryazan highway. However, over time, interest in the strike was gone. "Well, we are not up to winter here!" - Bolotov is indignant. She simply explains the lack of protests in the capital: truckers do not want to risk working places. “Everyone has already sucked cargo transportation. And I have drivers, they need to feed their family, ”says Bolotova. Therefore, now the cars of her companies travel on road maps: “Sensors (Plato system. - NT ) We do not need. We do not have many cars, you can fill out all the data on the route on the system’s website. ”
Despite the fact that the protests in the suburbs have come to naught, all the drivers surveyed by NT claim that they are ready to enter the track: the amount of new tax does not suit anyone, and the system working with interruptions only adds headache. “The guys say that extortionists began to appear on the roads. They ask to pay to drive without problems, ”the trucker Peter shares. The rest did not hear anything about it, but events do not exclude such development - everything happened.
Russia rebels
So far in Moscow and the Moscow Region, everything is relatively calm, truckers in the regions are deploying more and more large -scale protests. Only over the past week, the striking drivers blocked the highway in Yekaterinburg, drove off on cars to Smolny in St. Petersburg, in Dagestan they assembled a column for Moscow and arranged a multi -kilometer cork in Samara - there were about 150 trucks on the capital.
“We do not understand why the capital is silent,” Kirill Kartashkov, chairman of the Chelyabinsk Club of Tm -Twisters “Brother” perplexed. According to him, those who ignore the shares and continue to go into flights, truckers are constantly reproaching social networks. “Different words say, someone even threatens,” Kartashkov specifies.
Valery Voitko, the chairman of the Trucker Prof-Union, still finds an explanation of the inactivity of the capital's colleagues. “In Moscow, most drivers are hired. They put a box (sensor) in the salon, the accounting department pays. They have a tax on the drum, ”Voitko explains. In addition, according to him, for the capital there is a lack of 10-15 cars that got up at the terminal is not a problem. “In the regions, sometimes one city with two or three plants accounts for no more than five cars. Their absence undermines the economy, business cannot send goods, ”says the Chairman of the Trade Union.
The coordinators of the local shares are also indicated about the same NT . So, the trucker Maxim from Smolensk, answering the questions of the magazine, complained that the regional carriers began to simply unprofitable to go on a flight. “We have smaller Moscow rates. And, say, earning 30-40 thousand, you put half on spare parts. Add the tax to this - and nothing will remain at all, ”he is indignant. Smolyanin Maxim is echoed by Nikolai Bogdanov from Petrozavodsk. “We cannot feed ourselves, many went to banks to ask for a delay. And then we will feed some other friend of Putin, ”the trucker explains. Its hint is understandable: the company “RT-Invest Transport Systems”, half of which is owned by Igor Rotenberg, the son of Arkady Rotenberg, a close friend of Vladimir Putin, should ensure
In general, such moods are not uncommon among large truck drivers. The event, held on November 24 in St. Petersburg, according to the Fontanka publication, collected about 40 trucks. First, drivers held a rally. According to journalist Sergei Gulyaev, truckers burned the tires and promised to set fire to the cars, "if they were not allowed to work." In addition, the protesters proposed to arrange a “snail” and block the room.
“Snail” - a movement along the extreme right lane with a minimum acceptable speed - was successfully tested in many regions. “On Tuesday, November 24, the guys blocked the exit to Ufa almost completely,” says Kartashkov. However, he does not like such actions himself. “Of course, we support the guys, but in our own Chelyabinsk we want to speak within the framework of the law. They have already applied to the city administration for a rally, it will be held in the center of December 11, ”says Kartashkov. According to him, during the action, the organizers will collect signatures under the appeal to the Minister of Transport Maxim Sokolov and President Vladimir Putin.
Plato system
What is this
“Plato”-the abbreviation “Cost for tons”-a system for charging fees for the flexing of 12-ton cars on federal public roads. Introduced in Russia on November 15, 2015. For a kilometer of the journey, the owner of the heavy truck must pay 1.53 rubles. From March 1, 2016, the tariff will double - to 3.06 rubles. The fee should ensure the fee-the developer of the Plato-RT-Invest system Transport Systems. The combined data center of the system will control all transportation over 12 tons. Half of the RT-Invest company is owed by Igor Rotenberg, the rest of the authorized capital belongs to the company itself. Previously, 50.01% belonged to Rostec state corporations. In November 2014, the shares were redistributed. For the development of infrastructure "RT-Invest, transport systems received a Gazprombank loan in the amount of 27 billion rubles. According to the calculations of Open Russia, the payments and maintenance of Plato will cost the company in 7 billion rubles. per year. The state, for its part, promised to pay 11 billion to the concessionaire. Thus, the company's income will amount to 3-4 billion rubles. per year ...
How does this work
Registration of drivers takes place in the offices of the company throughout the country. After registration, the transport owner receives access to the Personal Account. There he will be able to pay for the trip and find out information about the state of his account. A way to register a trip in the system two. The first is on -board devices that Plato gives out to registered owners free of charge. Using the GLONASS system, devices mark the traveled path and in automatic mode synchronize it with a data center. Payment is made in real time. The second method is the preliminary coordination of the route card on the system’s website. After the route is designed, the client can pay for it.
Payment control is also carried out in two ways: using mobile patrols and special frames. Frames and patrol cars are equipped with laser weight sensors and photography.
When checking, the system first “looks” at the numbers of the truck. If the car is registered, then Plato checks the presence of an on -board computer. It must be connected to the satellite, and the account is paid in advance. In most cases, the on -board computer is not used. Then the system authorizes the owner in the personal account and looks at paid route cards. In case of inconsistency, the documents are sent to the traffic police at the place of registration of the owner. There he is a fine - up to 450 thousand rubles, if it is a legal entity, and from 40 to 50 thousand rubles, if it is an IP.

They are ready for protest
However, not all truckers, soft measures like coordinated rallies seem reasonable. This is evidenced by both posts on social networks, where the organizers urge drivers to join street protests, so the shares themselves gaining momentum. Moreover, the protesters are now striving for the capital. The idea of the all -Russian column “to Moscow” was proposed by truckers from Dagestan on November 22. According to the New Gazeta, dozens of trucks lined up along the M-29 highway. Drivers decorate the cars with inscriptions and posters: “Russia without Rotenbergs!”, “The enemy will not pass!”, “Plato is worse than ISIS * ”, “We will resist to the last.” “And if they don’t want to hear us, we’ll go to Moscow and become a camp on the Moscow Ring Road,” the new newspaper quoted the words of Diba, a local trucker. Later, on November 24, truckers of the Volgograd region announced the readiness to speak “to the capital”.
The coordinators from the Profyers of Professional Drivers, and generally abandoned the speeches, saying that they were "no time to engage in nonsense"
All the organizers of the shares are now saying that they do not intend to give up. “Our goal is to cancel the fee for the roads or at least impose a veto on it for 2-3 years,” the driver Maxim, the coordinator of the shares in Smolensk emphasizes. Nikolai Bogdanov from Petrozavodsk agrees with him. “We will stand until the complete cancellation of the law,” he says. “The authorities are in a stupor, they faded the situation and now do not know how to react,” summarizes Valery Voitko from the Trucker trade union.
The willingness of the protesters to go to the end, Chelyabinets Kirill Kartashkov explains the lack of choice: "Either you sit at home and do not go on a flight, or you work at a loss, you fall under fines due to the collective system." Therefore, truckers echoes him Maxim from Smolensk, choose a protest: “It is still better than sitting at home.”
