
Trilateral consultations between Russia, Ukraine and the EU did not lead to the achievement of the necessary agreements. This was stated by the Russian Minister of Economic Development Alexei Ulyukaev, Interfax reports .
According to the results of the meeting, it was given to experts to try to find acceptable solutions within a month in order to remove Russian concern about the Association of the EU and Ukraine. However, according to Ulyukaev, “extraordinary efforts are needed” so that from January 1, Ukraine and an unrefined trade regime are not introduced against Ukraine.
At the same time, the minister emphasized that the prodmbargo against Ukraine was driven not in connection with the association, but because of the attachment of the country to sanctions against Russia.
Russian proposals are so far taken into account only partially and this is clearly not enough, Ulyukaev noted. According to him, the Russian side proposed specific mechanisms "which consists in ensuring that the parties have a tripartite system of information exchange in the customs region, which would allow you to track the origin of goods and close the possibilities for goods from third countries to fall under the preferential trade regime between Russia and Ukraine." In addition, Russia invites Ukraine to maintain a certification system according to the EAEU rules along with introduced European standards.
At the same time, the EU proposals are not legally binding, and therefore unacceptable for Russia, Ulyukaev said.
On November 18, Ulyukaev said that the Russian government decided to introduce a food embargo in relation to Ukraine from January 1. “Since Ukraine has joined the sanctions against the Russian Federation - economic, financial, we decided to introduce ... protective measures in the form of a food embargo. This decision has a delayed character.”, The minister said.
According to Ulyukaev, the introduction of the embargo is also associated with the entry into force of the economic part of the Association of Ukraine and the EU. “With a high degree of probability, we will have to unilaterally protect our market from uncontrolled access of goods through the customs territory of Ukraine, goods from third countries, primarily from the countries of the European Union. This protection will go primarily through the introduction of the regime of the greatest favor. In order to maintain the zero rate of the customs tariff with Ukraine, we will not have in this situation,” Ulyukaev emphasized.
On September 16, President of Ukraine Petro Poroshenko on the recommendation of the National Security and Defense Council approved sanctions against Russia. In total, there are 388 people and 105 organizations on the sanctions list. Assets of the defendants in the list in Ukraine are blocked; Individuals are also prohibited for a year to enter the country.
