Seven employees of the Federal Penitentiary Service were brought to disciplinary liability after the death of a convict from IK-1 Kalmykia

In Kalmykia, seven employees of the Federal Penitentiary Service department were brought to disciplinary action in connection with the death of convict Dmitry Batyrev, the press service of the human rights organization “Zone of Law” reports.

In addition, according to lawyer Andrei Sabinin, who represents the interests of the deceased’s sister at the initiative of the organization, the prosecutor’s office sent the materials of the inspection of the institution to the Investigative Committee to “give a criminal legal assessment of the actions of the management of IK-1.”

During the inspection, the republic's prosecutor's office revealed that the colony improperly ensures the personal safety of convicts and supervision of their behavior and infringes on the constitutional rights of prisoners to protect life and health.

“The work on educating the employees of the institution was not carried out effectively enough in order to form in them stable legal beliefs, instill in them a high legal culture, skills and habits of active lawful behavior,” the prosecutor’s office said in a statement sent to the head of the FSIN department for Kalmykia.

On November 22, the Investigative Committee opened a case into the death of the convict. The case was opened under the articles “exceeding official powers with the use of violence, special means and causing grave consequences” (points “a”, “b”, “c” of Part 3 of Article 286 of the Criminal Code) and “deliberate infliction of grievous bodily harm, resulting in the death of the victim by negligence” "(Part 4 of Article 111 of the Criminal Code). Last week, three employees of IK-1 were arrested in connection with the case and are suspected of beating Batyrev.

Earlier, the Federal Penitentiary Service reported that Batyrev, upon entering the colony, refused a personal search and, pulling a blade from his mouth, injured two employees of the institution. After that, they used special equipment (rubber truncheons and handcuffs) on him, and he soon died, the Federal Penitentiary Service reported. After the death of the convict, prisoners of IK-1 staged a protest: they refused to eat, some sewed their mouths shut.

Batyrev’s sister, who saw the body of the deceased convict, reported that it was all covered in bruises. According to the medical report, Batyrev died of a cerebral hemorrhage.
