Russian Railways President Oleg Belozerov promised to publish his income. He stated this on Wednesday, December 2, in an interview with RIA Novosti . “My responsibility is to notify my employer of my income. I am ready to publish them and did this when I was Deputy Minister of Transport,” explained the top manager.

The head of Russian Railways also noted that he considers it necessary to change the KPIs (key performance indicators) specified in his contract. Now, according to Belozerov, the contract specifies five indicators, and according to the top manager, this list needs to be expanded.

“I believe that all the KPIs available in the company should be included in mine, but in what form is another matter. We discussed what proposals could be presented to the board of directors, and received a number of integral indicators,” said the agency’s interlocutor. He added that a final decision on this issue could be made in April-May 2016.

On November 26, the government approved the investment program of Russian Railways for 2016 in the amount of 432 billion rubles. Answering the question about how the monopoly plans to implement this program, Belozerov said that Russian Railways, in particular, will try to save internal reserves “in terms of procurement procedures, clarification of various components, including repairs.” The head of the monopoly noted that it is planned to reduce the company’s administrative staff after analyzing the current situation.

The agency's interlocutor added that in December Russian Railways plans to prepare the main parameters of the concept of a new methodology for railway tariffs and introduce it by the end of 2016. He said that it is necessary to decide on questions regarding distance, whether to give discounts on mileage, where these discounts can be mandatory, and where they are left to either the company or some authorities to make such decisions. At the same time, Belozerov emphasized, there is a principled approach: Russian Railways must transport without losses, the agency clarifies.

Belozerov headed Russian Railways after Prime Minister Dmitry Medvedev fired the former head of the monopoly, Vladimir Yakunin, from this post on August 20. Previously, Belozerov served as First Deputy Minister of Transport.

Yakunin, unlike Belozerov, refused to disclose his income. In February, he did not even rule out that he would leave the civil service for the private sector due to the government’s demand to publish data on his income. He called the requirement to publicly disclose his income an “undue interference” in his personal life.

In May, Yakunin nevertheless announced his income to Forbes, saying he earns 4-5.5 million rubles a month. “Why does everyone care? I'm a married man, let my wife worry about it. But she doesn't care about that either. According to the law, I don’t have to report to anyone about this,” said Yakunin. He clarified that he decided to name the amount so that “all these pseudo-truth-seekers” would not “cloud the brains” of his “comrades.”

In the ranking of the most expensive top managers in Russia, published in the December issue of Forbes, Yakunin took ninth place, and his remuneration for 2014 was estimated at $11 million. “Don’t read American magazines after dinner,” is how the ex-head of Russian Railways commented to RBC about his getting into the rating.
