NATO invited Montenegro to begin negotiations on joining the Alliance. Montenegro joined the NATO program "Partnership for the sake of peace" as part of the Confederation with Serbia in 2003. In 2006, after declaring her independence, she confirmed participation in this program. In 2009, she received an action plan on NATO membership, the launch of which is the first step on the way to the Alliance, but does not yet guarantee the entry.

Montenegro will become a 29th member of the alliance. This is the first expansion of NATO over the past six years.
