Among the tasks, an increase in the number of children who share the values ​​of patriotism, the formation of a positive picture of the world in children, their assimilation of the system of family values, the education of tolerance, the development of civil, ethnic and gender identity, the formation of healthy ideas about the sexual life of a person, as well as “education of children as independent, responsible and self -thinking in order to develop social dependency” are also listed.

The authors of the concept set the task of "regulating information consumption in order to ensure the safety of children." For this, it is proposed to increase the effectiveness of cooperation of representatives of the media and state bodies "in the interests of protecting children from information that can harm their health and development."

"It is necessary to continue to work to improve the mechanism for blocking sites on the Internet containing prohibited information," the document emphasizes. It is noted that it is inappropriately expanded interpretation of terms such as “violence and cruelty”. According to the authors of the document, this can “lead to the fact that children will be limited in access to information products of a military-historical orientation, which is, in a modern society, the most important element of the formation of patriotic beliefs among the young generation”.

The concept is significantly different from the draft document published by Roskomnadzor in November 2013. The project caused a violent reaction of society. The department even for some time deleted the “Public Discussion” section from its official website , where the draft concept was published.

The authors of the project proposed prohibiting children to access erotic works of art and formulated the criteria for the ban on "images or descriptions of sexual relations between a man and a woman." In the new concept, such a item is absent.
