Guardian publishes Islamic State policy documents

The British Guardian newspaper published internal documents and charters of the Islamic State terrorist organization banned in the Russian Federation, which regulate international relations, trade and the educational system of the cell in Syria.

The publication published a document that came under the editorial order called “Principles of governance of the Islamic State”, which covers all issues of state building. The program regulates the activities of government departments, describes the principles of international and public relations, industry, the educational system and IS propaganda, as well as the organization of military camps.

For example, private investors of the Islamic State are prohibited from investing in the extraction of gold, oil and gas, but are allowed to buy raw materials for processing. IS leaders also talk about the need to create their own independent factories for the production of food and weapons in order for the state to become self-sufficient. In addition, the organization has a complex system of military camps, which are divided into preparatory, children's and training for experienced militants.

“If the West considers ISIS to be almost a stereotypical gang of psychopaths, there is a risk of significantly underestimating it,” retired US General Stanley McChrystal commented on the document.

According to a report by the American research center IHS, the monthly income of the Islamic State extremist organization, which proclaimed a caliphate in the occupied territories of Syria and Iraq, at the end of 2015 is $ 80 million, with 43% of this amount coming from oil trade.
