The only participant who submitted an application for the tender for the construction of a section of the Krasnoselsko-Kalininskaya metro line with a starting price of 39 billion rubles was OAO Metrostroy, according to the protocol of the envelope opening on the state procurement website. Metrostroy reduced the contract price to 37 billion rubles. The Committee for the Development of Transport Infrastructure (KRTI) expected that there would be more participants in the tender, says its representative. According to her, now the purchase from a single supplier will be agreed upon by the financial control committee. Metrostroy is satisfied with the results of the tender, its representative said. Metrostroy is the contractor for mining and environmental monitoring of the Krasnoselsko-Kalininskaya line, it is also building sections of three more metro lines.

According to the terms of the tender, the contractor must build the section between the Kazakovskaya and Putilovskaya stations by April 30, 2022, including a 1.88 km section between Putilovskaya and Narvskaya, as well as a depot branch (1.75 km). He will have to build two stations, six mine shafts, transfer tunnels, etc. The contract provides for funding in 2015 in the amount of 250 million rubles, in 2016 - 1.03 billion rubles, in 2017 - 4 billion rubles, the contractor will receive 10.5 billion rubles in 2021.

Experiment on the washout

The Italian company (it was called Impregilo SPA before merging with Salini in 2014) had already worked in the St. Petersburg metro in 2001–2004 together with the Swedish NCC and Metrostroy to eliminate the washout between the Lesnaya and Ploshchad Muzhestva stations. At that time, the city administration had questions for the contractors – due to the failure to meet deadlines, they were threatened with fines and contract termination. But in 2004, the tunnel was commissioned in the presence of President Vladimir Putin, who was the first to travel through it by train.

The Italian construction company Salini Impregilo was going to participate in the tender. According to the state procurement website, its representative took part in the public discussion of the tender. The company also sent a request to the KRTI for clarification of the provisions of the tender documentation, proving the participant's work experience and the presence of qualified personnel. In Italy, there is no document on commissioning, as well as work books, the request says. In its response, the KRTI indicates that the contractor must have documents confirming work experience in accordance with Russian legislation, as well as work books for full-time employees or civil-law contracts for freelancers, otherwise such specialists will not be taken into account.

This project has a tight construction schedule, so the availability of qualified personnel and experience is a very important point, foreign employees must in any case obtain a work permit, which takes a lot of time, says Denis Kachkin, Managing Partner of Kachkin and Partners. Metrostroy has both the experience and qualified specialists to quickly start work, it is unlikely that it will have real competitors in the construction of the metro in the near future, he believes.

On Friday, a representative of Salini Impregilo did not answer questions from Vedomosti. This fall, the company submitted applications for the reconstruction of the A101 Moscow-Maloyaroslavets-Roslavl highway with an initial cost of 19.45 billion rubles and for the construction of the Solntsevo-Butovo-Vidnoye highway in the southwest of Moscow. All over the world (Italy, Brazil, Egypt, France, etc.), it has built factories, highways, dams, underground tunnels and subways.
