Rules for the good "Plato"

Vladimir Putin signed a law establishing the procedure for levying fees with a carrying capacity of over 12 tons per federal travel along federal routes. This is stated in the document posted on the official Internet portal of legal information.

Initially, a fine of 450 thousand rubles from legal entities for the first violation and a million rubles for repeated ones was prescribed in the Code of Administrative Offenses. However, according to the amendments accepted by the Duma and the amendments signed by the President, the amount of the fine was reduced to 5 thousand rubles and 10 thousand rubles in case of re -violation. If the collection violations for the fare were recorded by cameras several times within a day, the owner will be fined only for the first violation.

In addition, the amendments involve the exemption from the fine of heavy trucks entering from abroad if the car passed no more than 50 kilometers from the border and the driver managed to pay for the fee in Plato before consideration of the case of the offense. Additions are also made to the law "On roads and on road activities": for movement along the routes of federal significance, the truck must pay a fee for damage to roads.

The Plato system has earned in Russia since November 15. She charges a fare from trucks with a carrying capacity of more than 12 tons. Now heavy trucks will pay 1.53 rubles for each kilometer traveled on federal routes. At the same time, from March 1, 2016, the fee will be 3.06 rubles per kilometer. Money should go to the road fund as compensation for the destruction of the tracks with heavy cars.

On December 13, a group of truckers, who set up a camp on a parking lot in Khimki, turned to the president with a proposal to bear the issue of the use or cancellation of the Plato system for a referendum. The video recording of the relevant application is published on YouTube. Protesters expressed their readiness to obey the decision adopted in a referendum, no matter how it turned out.

The launch of the Plato system led to large-scale protests of the dial-to-collapse drivers. The performances have been going on for several weeks. The protesters stood two camps north and south of Moscow - in Khimki and on the Kashirskoye highway. 9 de -Auba, they announced the creation of an independent trade union .

On December 10, it became known about a letter of associations of food producers and retail enterprises to Prime Minister Dmitry Medvedev, in which businessmen warned that the launch of Plato would turn into prices. Medvedev, however, ignored the arguments of the signator.
