
Muscovites opposed amendments to the city planning code of the city
In Moscow, protests are held against amendments to the Town Planning Code, which on Wednesday, December 16, at its meeting, Mosgordum already approved. Changes, in particular, significantly limit Muscovites' rights to participate in public hearings on urban planning projects. And the article, which refers to the state examination of the general plan of the city, is proposed to be seized entirely.
Against the bill, in particular, is the Party of Yabloko and the Communist Party. Today, their activists hold a series of single pickets near the Moscow City Duma building in the center of the capital. Activists believe that deputies lobby for the interests of developers, and indicate the fact that top managers of several large construction companies are members of the Mosgordumi Commission on Urban Planning. Among them are the General Director of the Pioneer Group of Companies Oleg Soroka, Chairman of the Board of the PIC Group of Companies Pavel settleov and chairman of the Su-155 board of directors Mikhail Balakin.
On Wednesday morning, a promotion of the Moscow City Duma from the Communist Party, city defender Elena Shuvalova also held an action against amendments to the Urban Planning Code of Moscow. She also opposes the bill, which, according to her, transfers liability for organizing the collection for overhaul from the Moscow government to municipal deputies. In an interview with Radio, Freedom Elena Shuvalova talked about how the legislative initiatives of deputies from United Russia can lead to an even greater destruction of the historical appearance of Moscow:
-I am a deputy from the Central District, and the inhabitants of my district are very protested because people who are not dear to the city have come to the capital's leadership. They do not understand what a real historical appearance is. And the point is not only in this, but also in the development of parks and squares, in the development of yards, in the fact that the buildings look windows in the windows. When I became a deputy, I had to react to many appeals to Muscovites, and when I dug it all, it turned out that many buildings and even the destruction of historical buildings occur without appropriate design, without public hearings, without coordination. Sometimes, even without permits that MosgosExpertiza gives, and without a warrant, which gives OATI (unification of administrative-technical inspections.-RS) . In general, there are a lot of violations in buildings. But earlier they built up, despite the existing rule of law, and now they want legislation, that is, the Town Planning Code of the city of Moscow, to adjust to these violations. That is, what was previously considered a violation, now they will simply legitimize.
- One of the key new norms is a significant restriction of citizens' right to participate in public hearings regarding urban planning projects?
- Yes, and that too. Then the norm of landscaped territories is reduced there. Of course, I understand that this was violated all the time, but according to the law there were certain norms, they were developed with additional by -laws that determined the amount of greens for each person. Now it is also changing. They also tried to do a number of things there, for example, they tried not to fully provide the project for consideration by Muscovites, that is, they limited the information. In short, the illegal construction sites that people were now able to stop are now legalized.
- But even in the case of illegal construction sites, it was probably not in most cases to defend the buildings.

- Of course, you are absolutely right. But in any case, in many ways it depended on the activity of people. You know the story in the East Degunino, where there were all permits, and people just stood up to death, literally to death, because there a person died from a heart attack, which was provoked by actions to seize the territory of the square. In the Rogozhsky Val in my district, we are still holding the situation with the construction of the Hilton Hotel. There, the only piece of land on a number of multi -apartment, multi -storey residential buildings can relax, walk children in strollers. You know the story in the Friendship Park, where, despite the resistance of people, the builders also do not understand what they are doing, Cossack detachments are invited as private security enterprises. But basically today's action was devoted to the fact that we want other changes to the Town Planning Code. We want changes in the interests of Muscovites! - As I understand it, you are also expressing concern in connection with another bill related to responsibility for the implementation of the program with raising funds for overhaul.
The government of Moscow brewed porridge with overhaul, and municipal deputies will be responsible for everything
- Well, it is not about raising funds for overhaul. The collection of funds is a complete disgrace, because yesterday I spent the whole day in the Legislative Assembly of St. Petersburg, I was interested in this issue, and they have 3 rubles per meter, and we have 15 rubles in Moscow! As for the bill, the fact is that, in addition to collecting colossal funds from the population, from residents of Moscow, there is still no control over these funds, absolutely! That is, in the opinion of many, some mmm pyramid. Money is collected, there is no control either from residents or from the deputy corps. I gave a bill to the Moscow City Duma, which allowed municipal deputies to control this process. In the first reading, it was accepted, but in the second reading the United Russia and their supporters simply did not vote.
And in this way, the quorum, as it were, did not get, although they all sat in the hall, and in the second reading this amendment was rejected. And why did they do that? It turns out that they prepared a completely different bill, which is not so much right to give deputies as they are trying to transfer responsibility to them for all those uglies that, apparently, will be associated with major repairs. That is, the porridge, roughly speaking, was brewed by the Moscow government, and municipal deputies will be responsible for everything. Why is this happening? Elections to municipal advice are approaching, and, apparently, United Russia sees that he will not pull out these elections, so the people are embittered against it. And now there have been advice of houses, chairmen of houses, and very many people will also go to deputies, just as independent candidates. But they are configured for Muscovites, they represent their interests. And on these people they want to dump all responsibility for that porridge with the municipal repair that the Moscow government made, ”says city defender Elena Shuvalova.
The draft amendments to the Town Planning Code, developed by deputies from United Russia, the chairman of the commission on urban planning, state property and land use, Sergei Zverev had already submitted to the Moscow City Duma in December 2014. But then he was rejected due to dissatisfaction of the public.
