After the meeting of the State Council of Komi, representatives of political parties that were not part of the parliament rose to the rostrum. They have such an opportunity once a year, at the last working meeting of deputies.

This year, four people came to the performances, but one of them fell ill, so three were received by three.

- The Patriots of Russia party passed a difficult ten -year development path. Over the years, the Patriots of Russia rose from 34th place to the 5th. And today we can say that we took place as an independent opposition party.

We witness how, despite the changing world, the United States of America and their Western allies, in every possible way, they try to maintain the old world order, where the decision center is still the only one. In Russia, economic and political blows are being applied, designed to put it in place.

Of course, the Patriots of Russia party supports the initiatives and political steps taken in the international arena by the President of the Russian Federation Vladimir Putin in the struggle against the unipolar world, measures aimed at defending the national interests of the Russian Federation. Russia needs to be determined, and it can withstand Western power, dynamic socio-economic development with ahead of pace. National breakthrough of science and technology.

But, to our deepest regret, today there is a gap between what the country's leadership in the international arena, and the real socio-economic and political position within the country, is doing.

What does the Russian government do in this situation? It began to shift these problems and failures of its internal policy to the shoulders of citizens. The government understands that he cannot develop the economy and fulfill obligations, and then it resorts to transferring its problems to the shoulders of ordinary citizens.

Let's look at taxes, property, overhaul, on taxes, which are taxed by a business that closes at a catastrophic speed, to increase fines in all directions, for paid parking - they take for everything. Soon we will pay for the air. And it is very similar that this is an attack on citizens of the Government of the Russian Federation to fill holes in the budget, and the failures in work will only increase.

What is the reason for this state of affairs? The first reason is the low effectiveness of public administration at all levels and in all areas of life of the state and society. The level of management has reached such a low line, behind which a social explosion begins.

The second reason is that there is no strategy or development tactics in the country. Ask where Russia is going. What will happen in 5-10 years? What economy do we want to have? Will we produce robots or produce food? And what will be the political system? The same as now? He who appointed someone is in the system who wanted what the law, he accepted ... And the third reason is a tremendous personnel stagnation.

The Patriots of Russia party cannot agree that the Russian government in this difficult period solves its problems at the expense of citizens' wallets.

The proposal of "Patriots of Russia." The party has already proposed a strategic landmark to society. Russia is the number one country, the leading world power. One of the peaks of the multipolar world. We proposed the strategy of the new state and society.

It is clear to any citizen that in the next 20-30 years, the state structure of Russia, its political, economic, legal system will change. So, it is necessary to form a new model. The Patriots of Russia offered society the ideology of patriotism, which can unite people with communist, social democratic and any other views.

We proposed a national idea, a national breakthrough, showed what to do in order to move not from a crisis to a crisis, but to make a powerful jerk. We offered society a new ideology that can unite the maximum number of our citizens - the ideology of patriotism, which we understand not only as love for the Motherland. We consider patriots to express state-national and folk interests, actively participate in the life of the country and change it for the better.

Our main task in the coming years is to strengthen work with the younger generation, youth belonging to various faiths and religious movements. We must do all this so that our children do not become victims of recruiters of various terrorist organizations, such as the Islamic state prohibited in Russia. The main thing here is not to miss the moment, do not reach the point.

Patriotic education is not only songs and dances. This is the study of the history of the Russian state, the history of victories and defeats, the study of the culture of communication, that is, the acquisition of knowledge about the state, about people who have done a lot for Russia, about the places of military glory.

The most important result of patriotic activity is the willingness of a person and a citizen to commit patriotic acts. And these are not just loud words. The Komi regional branch of the Patriots of Russia political party has been holding various events aimed at the patriotic education of the younger generation for several years.

These are “lessons of courage”; Also, for six years, educational institutions have been held in educational institutions aimed at reducing child injuries, the promotion of fire safety, a healthy lifestyle and spiritual and moral education of children.

We are ready to submit from our party a plan of measures for the patriotic education of youth for consideration and inclusion in the republican program. Today, the Patriots of Russia party for objective indicators, the activity of political activity is the fifth party in the country after four parliamentary. The first among non -parliamentary parties.

In this regard, the Komi regional branch of the Patriots of Russia party enters the State Council of Komi with the initiative to create the Council of non -parliamentary parties. It should become a platform not only for communication between representatives of non -parliamentary parties, but also their dialogue with the executive branch. The Council as a platform should be open to representatives of all political parties, in the center of his work, first of all, the issues of dialogue with authorities, participation in the elections, in the legislative process through an examination of bills.

The initiative has already been discussed with the leaders of the regional branches of non -parliamentary parties and found support. In almost every region, such advice of non -parliamentary parties operate, and quite effective. And today we turn to the chairman of the State Council of the Komi Republic to support the initiative.

- I am grateful for the opportunity to speak to the State Council and is especially grateful for the wording of the question posed. For the first time, a substantial question is formulated, which makes it possible to say something substantial. What is the role of a non -parliamentary party? The Russian language is great and rich. When you say a “non-parliamentary party”, I want to say something non-parliamentary. But I will not.

What is the role of non -parliamentary parties? You all are well aware that in the country and in the republic in particular, it always strives for zero or elections at best. In the worst - non -parliamentary parties are used as a “spoiler”. Recently, a party of Parzas was exhibited in the elections in Kostroma against our party Parnas. Well, there are no limits of fiction.

Here, in fact, what is the role of non -parliamentary parties. Here, probably, we must talk about what the role of the opposition is generally. Not the one that in homeopathic doses was generally allowed to the parliament, but of that real opposition. Which should be present and work in parliament.

She must control and prevent you. What is happening otherwise? Well, you all saw what was happening. You saw this in September by what happened in the republic. The real opposition in our republic was power structures. We did not have another opposition. They controlled and prevented.

But this is a very bad option. If there was an opposition that would control and hollowed you, dear representatives of the ruling party, and hollowed day after day, preventing one and another, then nothing would have happened. This is the actual role of opposition parties.

A specific example. At this meeting, very important things were discussed. For example, personnel appointments of a representative from Moscow. But believe me, it would be better for you all and the head of the republic if there were now a hot discussion of candidates, lists would be presented, we would discuss all the advantages and shortcomings. Would it hurt the personnel process? Of course, no. But no one does this.

There is an opposition here, but it will not do this. They spoke out at some key points, but they were immediately put in place.

We need a real competitive process. I am the publisher of the 7x7 Internet magazine, and we have a living discussion on our pages, unlike this parliament. Well, who is the opposition, these are two and a half people? Indeed, two and a half, right. The fact is that I usually answer this like this: if all the bakeries are demolished in some city, why everyone later complains that there is no bread.

As a result, there is no really competitive political process, people in the party that do not have real political prospects do not go, this is completely clear. It is clear that no one wants excess competition. She is inconvenient. But see what's the matter.

There is a direct connection between the non -competitive policy that the entire leadership of the country, and our financial condition. Look at the numbers of investment, at the budget spoke about the Minister of Finance. Look at everything that happens. This is a direct result of a non -competitive policy. She will have to calm us down, you want it - do not want to. From this, you just can't get away. We are in the same boat. And if, excuse me, you still have dry under the seats in this boat, while others are already swimming to the waist ... gentlemen. We are all in this boat.

"Such a state council must be dissolved"

Victor Torlopov, representative of the Yabloko party in Komi:

- Unfortunately, the situation develops in such a way that, as Leonid Zilberg said, a boat named “Russian Federation”, although it goes forward, but has many leaks. And the role of political parties is to influence state policy at the Komi level. The Yabloko party entrusted me to state our vision of the socio-political situation in Komi. We carry out our work through a public, legal reception, which people are addressed on one or another issues.

Now the Komi State Council is an illegitimate body. The elections held in September 2015 were not free, as a result, an illegitimate body of state power was formed. This body was elected under the active impact on the will of voters of Komi leaders suspected of serious crimes. Based on these circumstances, the deputies of the State Council of the Komi, which are part of the United Russia faction, are considered in public consciousness people in whom a shadow falls from persons who committed criminal acts. Therefore, it is impossible to trust power to people in the group of Gaiser [ former head of Komi Vyacheslav Gayzer ] and Chernov [ former first vice-governor of Komi Alexei Chernov ] . There is no confidence in voters, which implies the authority of state power.

Here is Mr. Artyev. He was addressed by people about the demolition of the buildings produced by Gazprom. And he answered them: "Guys, go to the city administration." He did not essentially do anything. So let's so. I will continue, and then you sue me.

The United Russia party created a system of suppression of free will during the elections, which led to the formation of a deputy corps, ignoring the interests of voters for the sake of persons who created a system of theft of budgetary funds and state property.

The deputies of the State Council both the fifth and fourth convocation from United Russia to allocate funds for the construction of a Finno-Ugric ethnicopark in the village of SYB. We spent more than 500 million on this. The result is negative. And there is no funds for the construction of the Aikino highway.

Today, the Syktyvkar City Court examines the claims of Gazprom on the demolition of the country buildings of the inhabitants of Syktyvkar. The problem is that this main gas pipeline is in the city, and in case of emergency situations, it is necessary to demolish the country buildings of ordinary residents. Among the deputies of the State Council there is the head of this division of Gazprom, on behalf of which mockery of the rights and freedoms of citizens is happening. Instead of the construction of an ethnic group, it was necessary to allocate money for the construction of an additional thread of the gas pipeline, thereby protecting the interests of many people. But the United Russia party does everything so that such violations continue.

I ask the deputies of the State Council, including Mr. Gorbachev, to assist in protecting the rights of the inhabitants of the city of Syktyvkar and to ask Gazprom to withdraw claims about the demolition of these buildings. I will not reason like the “pathorals of Russia”, I will do, protect people every day in court.

There are no hopes for people that their right to protect the court. At the stage of delay, there are hundreds of writ of execution on the demolition of summer cottages. It was necessary to ask Shishkin a question [ chairman of the Komi Supreme Court ] about why lawlessness was allowed at the level of the judiciary. When the interests of ordinary citizens do not stand on the same board along with the interests of Gazprom. The Supreme Court did not take the courage to protect the rights of citizens. If people go to protest, then here on Stefanovskaya Square it is impossible to hold such promotions. Because your same party, who is under investigation today, Mr. Pozdeev, banned such shares.

And Zilberg is right when he says that it is very blessed, good. But go on the bus, listen to conductors, listen to people when there is no normal bus movement, there is no cooperation in the village. And you are engaged in chatter and wasteland. Such a state council must be dissolved ... because your one -partyists are in prison. There are no representatives of Yabloko there.

- Indeed, there was an appeal of citizens, it was collective. I honestly and directly declare that I recommended people to contact the city administration. Moreover, he turned there for his explanations on this fact. As Torlopov correctly indicated, the situation occurred within the boundaries of Syktyvkar. Those summer cottages in question, by which there are claims, are in the line of Syktyvkar.

What am I waiting for and what I hope? First. Now a new leader has appeared in the Syktyvkar administration. Second. The problem has a long history, and today it is time to figure it out. At the same time, as we heard from the lips of the first head of the representative office of Gazprom, Alexander Gayvoronsky, the houses built are risks of a technogenic nature. This can lead to risk to human health. In this regard, the issue of not property abuse is much more important, how much harm to human health. In this sense, it is important that the administration put order there.

I am participating in this. After the new year, I myself am updating this issue at the administration level. And together with the representatives of the administration and Gazprom, I hope, in a pre -trial manner, and if necessary, in court, to clarify this situation in order to bring it to a logical end.

The result is important to us now, which can only be achieved with Gazprom and with the administration, from which today we can’t get away.

By the way, this story is longing. People have nothing to do with it, because at one time, when the administration allowed to establish the buildings of a summer cottage there, the country movement expanded, had great development prospects in Syktyvkar. Then the administration did not know and did not think that these territories would fall into a certain ban zone. But the technical regulations, the approach to the security zones, which is why people have become hostages of the situation.

One of the solutions that I see is monetary. If the court - I fantasize - will decide these buildings to demolish, then, in my opinion, since the citizens have nothing to do with it, the administration must compensate to citizens the cost of demolished structures so that citizens can build the same structure in another area.
