Yekaterinburg Mayor Evgeny Roizman announced his intention to participate either in the 2016 State Duma or in the elections of the Governor of the Sverdlovsk Region of 2017

These actions indicate the consolidation of regional elites against a common enemy, political scientists surveyed by NT believe, but at the same time diverge in assessing the chances of Roizman in both elections.

In a conversation with NT, Yevgeny Roizman said that he was dissatisfied with the policy of Yevgeny Kuyvashev: “The governor constantly takes the steps infringing on Yekaterinburg - a large part of the budget of the region is being formed in this city, he takes the powers of municipalities, charges new taxes, the city lives in constant anxiety,” the mayor says. “It is necessary to make this governor not, and the only solution that came to my mind is to advance and not to miss him in the elections.”

The powers of the head of the region expire in 2017, but he may ask the Kremlin to hold early elections. According to Roizman, the Sverdlovsk heavyweights - the mayor of Nizhny Tagil Sergey Nosov, the chairman of the Sverdlovsk Region Government Denis Pasler, the general director of the UMMC -Holding Andrei Kozitsyn or Senator Arkady Chernetsky - can also declare their governor ambitions, and they have high chances of the election. In this case, the mayor of Yekaterinburg will support the candidacy of any of them.

Roizman himself will remain in its place until September 2018 - the next mayor of the city will already be appointed municipal authorities. In the event that the regional authorities “sell” his resignation before the expiration of the term, he plans to run for the State Duma.

The Ural political scientist Fedor Krasheninnikov believes that Evgeny Roizman has, along with the regional politicians he listed, all the chances of taking the governor’s post. “The point is not that Roizman is strong, but that Kuyvashev is weak. He is completely devoid of charisma and data to the leadership of something. Anyone who has the experience of public policy could bypass it, the expert believes. “Moreover, people such as the“ business executive ”Pasler, the experienced administrative leader of Chernetsky or directly the second -most most important city in the field of noses.” Roizman's support of these candidates Krasheninnikov explains the desire of regional elites to unite against a common enemy. According to him, now Evgeny Kuyvashev has support only among his administration, part of the regional business, and the mayor of Moscow Sergei Sobyanin also patronizes him. All this makes his position dependent on third -party factors, but at the same time allows you to use an administrative resource in the elections.

The deputy director of the Center for Political Technology, Alexei Makarkin, believes that the main goal of Roizman is the State Duma, he has little chance of making his way to the governor's post.

The main issue for the mayor is now the search for a suitable party that could nominate it. Roizman's relations with parliamentary parties are difficult to do with Roizman, Makarkin believes, and if you move out from non -parliamentary, there will be a problem with overcoming the municipal filter. “You need to not just collect the signatures of municipal deputies, but do this in three quarters of the districts. In Yekaterinburg, he will be able to do this, but in other cities, it will be more difficult away from the center, ”Makarkin explains. Roizman will arrange many as a deputy of the State Duma, the political scientist believes: he is an acceptable candidate for both the regional and federal authorities, and having worked as mayor of Yekaterinburg, he took off his formal restrictions - now the Kremlin will not object to his entry into the lower ward.

Alexey Makarkin also did not exclude the option of nomination of a single candidate from regional elites in the election of the governor and the participation of Evgeny Roizman. “On the example of elections in the Irkutsk region of this year, where in the second round of the governor’s elections the candidate from the Communist Party Sergey Levchenko won, a precedent was created that they can use in the Sverdlovsk region,” the political scientist concluded.
