The draft law, amending the Law “On Licensing of certain types of activities”, is posted on the website of the State Duma. New licensing rules are supposed to be introduced from May 1, 2016.
The explanatory note to the bill states that it was “developed in order to prevent damage to the rights and legitimate interests of citizens, the possibility of applying which is associated with the implementation by legal entities and individual entrepreneurs of printing activities without proper public and state control”.
The bill was submitted to the State Duma as a deputy from the Just Russia faction, the former chairman of the Russian Party of Pensioners for Justice Igor Zotov.

“Everyone who issues something must be responsible for their products,” the deputy believes.
Earlier, Igor Zotov developed amendments to the law “On Advertising”, prohibiting advertising on paid TV channels . Amendments were adopted in the summer of 2014. In January 2015, the State Duma allowed advertising on paid television channels, at least 75% of which is assigned to “national products”.
