
The Ministry of Finance of the Russian Federation announced that the Ukrainian authorities allowed default to fulfill debt obligations related to a loan of $ 3 billion. In this regard, Moscow initiates a trial in the UK.
"On January 1, the Ministry of Finance of the Russian Federation reports that Ukraine has not made a payment in the total amount of 3.075 billion dollars to repay and maintain bonds of external state loans belonging to Russia during the grace period, which expired on December 31," the statement posted on the official website of the ministry said.
The message notes that the Ministry of Finance turned to The Law Debenture Corporation and initiated the procedures necessary for the start of the trial. The lawsuit will be filed with the UK court.
Bonds of external state loans for $ 3 billion were subject to repayment on December 20. However, on time, Kyiv did not transfer money. The Ministry of Finance of Russia expected that the payment would be received until December 31.
On December 17, the Board of Directors of the IMF recognized the official status of the debt of Ukraine to Russia, although Kiev insisted on its commercial status. A day later, the Prime Minister of Ukraine Arseniy Yatsenyuk announced the introduction of a moratorium on the payment of Russia three millionth debt. The Kremlin said that in this way Ukraine actually recognized default.
On December 21, Russian Prime Minister Dmitry Medvedev instructed his deputy Sergei Prikhodko and Igor Shuvalov to hire lawyers and prepare an appeal to legal authorities to recover the debt from Ukraine, RBC recalls.
On December 29, the Prime Minister of Ukraine Arseniy Yatsenyuk said that the government will allocate funds for lawyers to participate in the trial against Russia regarding a debt of $ 3 billion, Ukrainian Pravda writes.
The Russian government claims that Kyiv is evading negotiations on debt restructuring. Moscow is ready to make concessions. "Ukraine chose to allow default for its debt obligations than to negotiate in good faith. Ukraine did not respond to the proposal made by the President of the Russian Federation during the meeting of the leaders of the Group twenty countries in Antalya in November 2015, on the departure of the repayment of bonds for up to three years," the press release of the Ministry of Finance of the Russian Federation says. It is worth noting that after recognizing the official status of Ukrainian debt, Kiev expressed his readiness to continue the dialogue with Moscow in January 2016, after the New Year holidays.
Ukraine received $ 3 billion from Russia in December 2013, when the president of the country was held by Viktor Yanukovych. The funds were transferred in exchange for sovereign Eurobonds of Kyiv. In total, Ukraine was supposed to transfer $ 15 billion. After the overthrow of Yanukovych, the transfer of funds from Russia was frozen, and the new authorities of Ukraine announced the refusal to repay Yanukovych's duty by December 2015 (the term determined by Russia).
We also note that back in October, holders of 13 out of 14 euro -blocking Ukraine for a total of 14.36 billion dollars and $ 600 million supported their restructuring. However, the Russian authorities intend to seek special conditions from Kyiv to fulfill debt obligations.
