Pavel Chebotarev , a doct, answered the post-annual questions of the TRV-hunger . physical. sciences, head. lab. Institute of Problems of Management of the Russian Academy of Sciences.
-What to do to the scientist in the current socio-political situation? Can a scientist develop science in modern Russia and what is needed for this?
- My answer to the first question was a note of 2014 [1]. On the second: yes, a scientist can, if he does not need an acute inaccessible equipment. Some scientists developed science even in camps, Hitler and Stalin (now I do not mean sharashki). Therefore, to call our situation a fatal obstacle to science does not turn the language.
- Can the Academy of Sciences in this situation have a significant impact on the development of science?
- among academics there are amazingly talented and smart people. They would affect even any academy. And the RAS is a means of combining efforts. Those academics whose talents lie in a completely different plane hind him. But, say, the participants of the club "July 1" are sufficiently like -minded people.
- Do you see the need to create new organizations of scientists?
-Each of the organizations that have arisen in recent years (OHR, a conference of scientists, a network of coordination of institutes, comcon, the same July 1 club) is a new idea or a combination of two or three ideas. New organizations will appear if successful combinations of ideas are proposed. In Russia, few professional societies of scientists, Russian sections of international societies are unreasonably poorly developed.
- Of course, everyone decides to leave or not to leave, but what are the conditions for this decision?
- It would be necessary for colleagues - specialists in multi -criteria optimization to submit an idea to make a test on the Internet: the oscilling scientist answers three dozen questions, and the system gives him in the end: go/do not go. Seriously, much is determined by the life program, but even if the goal is to benefit your country, this does not always mean that you need to stay.
- Do you have any reason for optimism?
-When we do nothing, but because of the sale of gas we are cool, we definitely won’t start doing anything. The only chance to start and generally look at the world not through the filters of the myth is to lose the steepness. This is a chance, but not a guarantee, because myths can serve as a guide to action for a long time, even when they almost never believe in them. Life, however, in difficult times is no less substantial than in “good”, therefore, in order to enjoy it, there is no need for optimism. In addition, we always have hope in reserve, which "looks on the other side of the body and reason." Valerie Lev Premirov takes these words with one of the epigraphs to his book, which I will talk about below. Such hope is not mythological as it might seem; Her legitimation is knowledge about the incompleteness of knowledge: "Everything is possible ... We are all blind snails crawling along the leaves." “The death of hope is the death of the spirit,” writes Premirov, it seems completely devoid of faith in humanity.
- What are the fixtures or non-fiction books, films or music attracted your most attention in 2015? Could you tell us more about them?
- Lev Premirov, “Notes of Oysho and Undead” (Karaganda, 1972–1973) [2]. From the author’s diary: “Everything that I portray and describe to the best of my weak forces is the holy truth. This is our native Auschwitz, this is our inferno, our hell in reality. I have no doubt that all this can be repeated, but if it is, it will be even worse, even more shameless and on a more grandiose scale. For a person has almost not changed, and any upbringing is only a thin stratum of soil over the millennial layers of egoism, indifference and cold cruelty ... And let my hand, in addition to the will, will convey horror, convey that unimaginable and indescribable, which is hidden under the word “prison” and “camp” ” .

In 1934, he, a living student, was arrested on a denunciation denunciation (several of his comrades were arrested with him) and spent 15 years in camps (there are discrepancies in various sources). Then he lived in Karaganda. My mother’s family was also exiled to Karaganda. In the early 1970s, my father corresponded with the premium. In the family archive, I found two unpublished works of Leo Premirov (1912–1978): this manuscript story and a novel printed by my mother on a typewriter. Their reading is communication with the personality of bright, creative, directed to heights.
In the “Notes” there are documentary details of the camp life and the images of a fantastic future, the tense spiritual searches of the Russian intellectual, addressing Dostoevsky and Pushkin, comprehending the achievements of science and quasi -how. He tries to find a “detailed theory of development”, uniting spatio-temporal laws with the laws of the internal subjective world and with the features of the reality, the breakthrough into which inspiration is and where the materialization of the imaginary is possible. “I dream of a comprehensive system in which they would find a place and explanation of the facts of parapsychology along with the problems of cosmogony and physics.”
“These people are blind victims of the regime, I am his conscious enemy,” says a renegade from the future abundant “paradise” in “Notes”, where “atomization of the masses has reached a degree that excludes the formation of collectives and collective actions.” “I am a historian and a linguist ,” he continues. “Science no longer exists, and among the present people the only geek that is engaged in such a boring nonsense.” The great raven, the head of the ruling mafia, is an old man with a thin ascetic face and icy eyes, at the end of one of the actions of history covering the land with radioactive ash. The hero, turning to the great raven, says: “... you are surrounded by an atmosphere of such horror that excludes any attempt to criticize your actions, but no one thinks about the struggle with you. What is your wisdom? Humanity under the rule of the “ravens” reached the deepest fall, it turned into a herd of cretins ... I begin to think that the “wisest” not only do not interfere with general molestation, but in every possible way they encourage him that the purpose of your mafia is just this molestation. ” V.V. retorts: “Have you met people who longed for another life who sought to restore forgotten values ... Philosophical and scientific searches, political struggle?” The plot of the story is replete with surprises, and all this is about what excites us now. Her social philosophy is far from trivial, and in the conventions of the narrative there is something Vonnegutovskoye. "Miracle? And yes, and no ”is a brief expression of this view of the world. Perhaps it would be a kitsch, if everything was not so serious and paid for suffering. The intermediate conclusion, to which we come with the author: "... the searching spirit always finds what he really needs, but only when he matured for this." The most interesting description of the impression of the premium paintings, see [3], from the words "Exhibition opened."

- What scientific task are you working on now? What will the main efforts be directed to in 2016?
- Interest and financing system forced to deal alternately with three tasks. They are associated with the modeling of social dynamics determined by collective solutions, with the protocols for managing multi -agent systems and with the study of graphs.
-Is there, in your opinion, the threat of clericalization of the scientific and educational sphere in Russia?
- Seriously clerical sciences and their teaching, fortunately, is impossible. But for our state program for developing the skill of “anything” of the skill, these attempts are a serious help.
