The most blessed time of the year ends, when the reports were handed over, and it makes no sense to go to the cottage, so there is time to communicate with friends, observing the friendship of the Tiger Amur and the goat of Timur, as well as thoughts about what is happening around. Although, I admit, even in something good that the time of New Year's holidays, starting from the Catholic Christmas, begins to drink for the prosperity and well-being of Russia, I realized that my years are not the same or already my health ...
But, however, we will not about the sad, we will about the important. In his New Year's appeal, Vladimir Vladimirovich said that the success of the whole country depends on the effective work and achievements of each of us. The most important thought, especially in our difficult time! From this point of view, I look at rumors that appeared at the end of last year about plans to normalize scientific work.
As expected, talking about the normally caused many colleagues wild irritation: science, they say, is not a car service, and the rationing here is bureaucratic idiocy. Of course, I do not argue with the fact that science is not a car service. That's all the trouble: looking at the car mechanic, you can understand whether he works or not, and looking at the scientist, you will not always understand whether he thinks something, or he simply wipes his pants with a smart look. And to feed the wipers of pants in the current conditions in no way. It is not for nothing that therefore the state, on the one hand, is considering the principles of normalizing scientific labor, and on the other, it tries to introduce the principle of an effective contract in all areas, in which wages are made dependent on its effectiveness.
I think that with the right approach it is quite possible to combine labor standardization and an effective contract in science. It is clear that in reality, one researcher can quickly make something that the other will not overpower over the years. But it is quite possible to establish some of the averaged values of labor costs for different types of tasks. In order for science not to be associated with a car service, one does not need to be called a unit of measurement by the normochis, a more traditional name, say, “academic hour”, should be used. And then to establish that for such a type of task, a younger scientific employee needs so many academic hours, the senior-so much, the main-so much.
The recipe for further known for a long time - accounting and control. This may look something like this: each researcher weekly submits a report to the head of the structural unit weekly in normal, in which all work is indicated in accordance with the approved Ministry of Education and Science with the nomenclature of work and services performed by researchers. After that, the normalizer department for each researcher - taking into account his position, of course, determines the volume of academic watches he gained. After that, these hours are formed in workdays, which are already a unit of measurement within the framework of an effective contract.
This is meant by this: each scientific employee is recorded in the contract the expected volume of production in workdays. If this volume is exceeded, the employee receives additional payments, if the plan is not implemented, then in the process of certification the question arises of compliance with the employee of his position.
Yes, of course, the volume of bureaucratic load will increase slightly, but the introduction of a truly harmonious and logical system of labor assessment, although it requires victims, will pay off a hundredfold. Yes, some employees will shout that they solve complex and non -standard tasks, but this is not a problem: let them work out more easily for reporting, and then, having gained the necessary number of workdays, let them swing the William of our Shakespeare.
In general, this is a wonderful system. As mentioned earlier: from each - according to abilities, each - by work. Those who can and can work will receive many super -planned workdays, which will provide them with significant allowances and bonuses. And loafers who are accustomed to drive teas and tremble about policies in smoking rooms will be squeezed out of our scientific institutions.
