The cost of compulsory motor liability insurance policies for persistent traffic rule violators may increase from 2 to 8 times, the Vedomosti newspaper writes, citing an analysis conducted by specialists from the Independent Actuarial Information and Analytical Center (NAAC) commissioned by the Russian Union of Auto Insurers (RUA).

The NAAC calculated what the new coefficients in compulsory motor liability insurance might be depending on the number of traffic violations, the publication notes. For calculations, the NAAC used insurance statistics and data from the Ministry of Internal Affairs on the number and composition of violations. Traffic rules Previously, the government instructed to study the possibility of introducing an increasing coefficient in the compulsory motor liability insurance policy for persistent violators. The Ministry of Internal Affairs and the Central Bank should prepare a report on this topic in the first quarter of this year. Now those at fault for road accidents pay an increasing coefficient - up to 2.45, depending on the number of accidents, Vedomosti notes. The report prepared by the NAAC states that this system is “too soft <...>, and the increasing coefficients themselves are small.”

The analytical center proposed two options for calculating the new coefficient, taking into account all violations or only serious violations.

If you calculate according to the first scheme, then if there are 5-10 violations, the price of the compulsory motor liability insurance policy can increase by 1.86 times, with 10-15 violations - by 2.06 times, from 15 to 20 violations - by 2.26 times. For those with 35 or more violations, the coefficient may be 3.04.

If you calculate the coefficient only for serious violations (in the NAAC report, these include driving into oncoming traffic, running a red light and crossing a stop line, but not, for example, drunk driving, Vedomosti notes), the coefficient is five violations can be 3.12, and the maximum value (from 20 violations) can reach 8.29.

The NAAC notes that the second calculation scheme will have virtually no effect on the average cost of compulsory motor liability insurance and will apply to the worst violators. The Union of Automobile Insurers itself claims that malicious violators make up no more than 5% of all motorists and “the higher cost of compulsory motor liability insurance may also push them towards safer driving,” but the exact size of the coefficients can only be announced after a more detailed analysis.

Insurers, in turn, support the introduction of a new coefficient, but believe that punishment should only be for serious offenses, Vedomosti notes.

Director of the Ingosstrakh retail business directorate Vitaly Knyaginichev, whose opinion is cited by the publication, notes that violations, for example, of parking rules are not directly related to accident rates. Deputy Chairman of the Board of Sogaz Damir Aksyanov, in turn, believes that five gross violations are “a sufficient threshold from which the coefficient should be applied.”

The size of the base tariff and the value of the coefficients are determined by the Bank of Russia. Currently, the tariff for a passenger car owned by a private person is 3,432–4,118 rubles. In 2014–2015, the Central Bank increased the MTPL tariff twice, in the fall of 2014 by 23–30%. At the same time, the limit of payments for property damage for this type of insurance changed - from 120 thousand to 400 thousand rubles. From April 12, the Central Bank increased the tariff for compulsory motor liability insurance by an average of 40% and introduced a tariff corridor of 20%. Thus, insurance companies were able to increase the tariff by 60%.
