At a meeting on January 26, the Government Expert Council will propose to Prime Minister Dmitry Medvedev to create a state corporation for innovative development, Kommersant learned . According to the publication, Medvedev will also be asked to appoint a specialized Deputy Prime Minister for Innovation.

As Kommersant learned, the government expert council has prepared proposals for “the transition to a new model of innovative development.” It argues that, despite the creation of an innovation system in Russia, the industry development strategy until 2020 is apparently unachievable due to the low level of private investment in innovation.

The expert council proposes to increase the “priority of the innovation agenda” in the activities of the prime minister (he is recommended to spend 30% of his working time on it) and expand the “strategic agenda” of the presidium of the presidential council for economic modernization and innovative development.

To coordinate the activities of development institutions, according to experts, a state corporation for innovative development should be created. In addition, the council proposes to create a unified reporting system for all development institutions.

A specialized federal agency is also named as a possible coordinating body that is proposed to be created by the government. In addition, the expert council proposes to appoint an “innovative” deputy prime minister. As Kommersant notes, now the topic of innovation is not formally assigned to any of the deputy prime ministers; the topic is mainly supervised by Deputy Prime Minister Arkady Dvorkovich, who specializes in the industrial sector.

The document also discusses issues of integration into the innovation ecosystem of the Agency for Technological Development. This project is actively supported by the head of Business Russia, Alexey Repik, notes Kommersant. According to the publication, Repik will take part in the planned meeting along with representatives of ASI, HSE, the Forum and TsSR funds, consultants from BCG and SPG, as well as Deputy Prime Minister Arkady Dvorkovich, Minister Mikhail Abyzov, Head of the Ministry of Industry and Trade Denis Manturov, representatives of the Ministry of Finance , Ministry of Economy and Ministry of Education and Science. At the same time, representatives of Rusnano, Skolkovo, VEB and other development institutions will not be at the meeting.

One of the publication’s interlocutors suggested that the head of Rusnano, Anatoly Chubais, would participate in the development of the presentation, but he will not be at the meeting, and the idea of “centralization” in Rusnano was called a “surprise.”

Representatives of development institutions interviewed by Kommersant said they were not aware of the meeting with the prime minister and declined to make official comments. Representatives of Mikhail Abyzov also did not comment on the agenda of the meeting.
