Of course, in the role of the main monopolist M. Kovalchuk sees the Kurchatov Institute, which he leads. Due to the acquaintance of his brother with V. Putin since the Lake Cooperative, no one has been surprised that the 2016 budget provides for a one and a half increase in the costs of the NIC KI with a reduction in financing of other scientific organizations. Its annual budget (taking into account international projects) will be 17% of the Fano budget, while employees in RAS institutions are more than 14 times more.

Moreover, the program of the past meeting of the Council on Science and Education initially included the question of the concept of a strategy for the development of convertible technologies, which provides for the redistribution of the essential part of the scientific budget in favor of the named “convergence”. The same Kurchatov Institute was to become its main, if not the only beneficiary; The converting convergence of nano-, bio-, info, claws and socio-humanitarian technologies (the supplemented version of the proposed in 2002, but has not yet brought the impressive results of the CT/NBIC concept)-the beloved brainchild of M. Kovalchuk.
