The letter also notes that the work on changing the facade of Ngatoib were not presented for acceptance and carried out with violations, and work in the auditorium and in the lobby was carried out without permission and design documentation.
Kehman is ordered to develop a project to restore the interiors of the spectator group of premises and facades by February 1, and by September 1 to restore the historical appearance of the theater.
The director of Ngatoib, Vladimir Kekhman, was appointed at the end of March 2015, after the former director, Boris Mezdrich, was dismissed by the Ministry of Culture in connection with the scandal around the production of the opera Tannizer.
At the end of May, Ngatoib closed for reconstruction , the first stage of which lasted until mid -November. 180 million rubles from the budget and 300 million rubles of extra -budgetary funds were spent on the work.

Architects noted that the Ngatoib building is the only construction in Novosibirsk, which is subject to protection as an object of cultural heritage of federal significance.
The Ngatoib building is the largest theater building in Russia. Construction was carried out in 1931-1941 according to the project of architects Alexander Greenberg and Tygows Bardt, the chief artist of the Bolshoi Theater Mikhail Kurilko participated in the design of the auditorium and the scene, and the architect Vitaly Maslennikov, architect of the facades. The large hall of the Ngatib accommodates 1774 spectators, the total area of the premises is more than 40 thousand square meters.
