In the Leningrad region, in the Vsevozhsky district, on the shores of Lake Ladoga there is a village named after Morozov, for the locals just Morozovka. On February 14, extraordinary elections of local deputies should take place there. There would be nothing particularly unusual in them, if it were not for the background of the struggle for power in this small village - in recent years it actually turned into a “state in the state” and the estate of the local deputy from the United Russia party.
Extraordinary elections in the village of Morozov in the Vsevolozhsk district had to be appointed after the dissolution of the Council of Municipal Deputies. Back in November 2015, the seven deputies resigned their powers, and so quietly and modest that at first no one at first just found out, as well as about the appointment of new elections. According to the member of the Council of the Public Organization "Observers of St. Petersburg" Galina Kultiaasova , the election commission of the municipality gathered in the boiler room almost secretly. The fact that the elections were scheduled for February 14 became known only some time later-from a publication, without which the election man still could not do, as he was obliged to make it according to the law. "The first steps of this election campaign took place completely without the participation of local residents who were simply not in the know. Yes, many even now do not know that they have elections in two weeks."

Here is what the Internet publication “Observers of St. Petersburg” writes on this issue: “Usually in the Leningrad Region, the powers of municipal election commissions are transferred to the territorial commissions. However, in the village of Morozov, the own election commission of the municipality (IKMO) was formed, which assigned the elections, gathered in the boiler room and not notant. Ladoga News, which was very difficult for potential candidates.

Despite all attempts to hide the fact of the elections, more than 80 (15 mandates) have gained candidates. The process of passing documents for them turned into a bureaucratic nightmare familiar to the Soviet person: it was impossible to enter the premises of the commission, only a small window opened, and it all the time strove to close, continues Galina Kultiasova:
"There is only one information stand on the wall, some documents without signatures and seals were attached to it with tape, even the subscription sheet form was not certified. It is not clear what people could focus on. Yes, some incomprehensible guard was there, and rudeness was present, and even obscene abuse-this was the situation during the registration of candidates."
And when the candidates-80 out of 81-were still registered, the courts began. A group of candidates filed a lawsuit at the election commander, who allegedly incorrectly registered other candidates. The district court began registration of these candidates to cancel. According to Galina Khutiasova, it was very easy to do, since IKMO's work was not open and transparent, and it was very difficult for people to comply with the rules that they were not told about in advance.
Where did such mystery come from? Why does one group of candidates from United Russia fight against the other the same? Why, in general, seven municipal candidates together and quietly resigned their powers, thereby provoking the early elections? The answer to this question has the head of the Morozov City Settlement MO Yuri Komarov :

"The conflict situation arose in September 2015, the Council of Deputies was dissolved. Two groups of deputies went to the elections - those that did not have the authority and those that did not put up. We - those that did not make up the powers - went as self -nominees, and those that were put up, on which the budget formation for 2016 depended on the" United Russia ", through the primaries, about the primaries, about the primaries, about the primaries. Which the local cells did not know the decision of the Council of Deputies by the Leningrad Regional Court, but the deputies who did not add up to the authority wrote an appeal that is still being considered in the documents submitted for registration, we should have been the current deputies or not. With a link to the 131st federal law that the court’s decision has not entered into legal force, but two candidates are filed a lawsuit for all the others-for the fact that they have supposedly unlawful registration. The law is incorrectly interpreted, but this is not the effect of the effect.
At the same time, Yuri Komarova is surprised by the fact that the political council of the Vsevolozhsk branch of United Russia supported precisely those deputies who have resigned their powers:
“After all, they discredited themselves with this to local residents-it means, probably, there were some personal agreements here. It is possible to him that he will again put up the powers-and will do this until the law allows and until he receives the advice that he needs, because of this, they are trying to remove us from the election. ”
Now Yuri Komarov and his group appealed to the regional court of the Leningrad region. If they are nevertheless finally removed from the elections, they intend to support a group of self -nominated people from the Morozov factory, as they consider them worthy candidates:
"If the village is not to develop, not to build houses, everything will scatter from here. 10 thousand people live here, and only two houses have been built here over the past 10 years. We need to develop infrastructure, create new production, we wanted to do it, we wanted to allocate tools for design from the budget, to join the program for the construction of kindergartens, because we can not get into kindergarten under 3-4 years old. But there are business interests: why are there business interests: why To let competitors to reduce prices so that someone builds some houses, apartments, if you can do it yourself? to wait 5 years, build a house, sell it, then wait another 5 years and build a house. ”
The prospects for the confrontation of the local magnate are not brilliant. According to Yuri Komarov, employees of the election commission work in structures belonging to Denis Zakharov. Perhaps do not be surprised that Lenoblisbirk gave the competitors of Zakharov the wrong recommendations for filling out documents, and due to mistakes they are now being removed from the elections.
The IKMO member with the right of an advisory voice Julia Izumova says that in these elections she sees continuous violations, even the registration of candidates was not vowel and open:
- The commission is located in a room that initially does not allow us to get acquainted with the documents. The commission constantly adopts some decisions that contradict the 67th federal law. During the registration of candidates, we could not see their documents, we could not go to the room where the commission worked, could not lead the photo and video, could not make copies of documents that would be very useful for us for the court. Now they have decided that early voting will be held at a music school, the director of which is one of the candidates, a unicorn. And then all the documents will be transferred to where the commission is located. This is a gross violation: how to control the safety of ballots? All questions and objections to us are proposed to be presented in writing - and this is also a violation. Very strange things are going on with the police: it simply does not exist here, the municipal security service belonging to Denis Zakharov is working instead. And at the bus station belonging to him, 32,000 campaign leaflets were found, it is not clear how paid - this is already on the issue of illegal agitation.
-It turns out that Morozovka is something like a fortress village of Zakharov?
- Yes, the village is called - "Zakharov Frost". Even IKMO is located where its enterprise "housing and communal services" is located and the subscriber department. And the chairman of the IKMO is the executive director of the MP "Housing and Public Utilities", here it is not to get into the election commission. We can assume that the whole village belongs to Zakharov. Here, for example, receipts for a rent: people pay 6-7 thousand per month. We ask why there are so many, they say: it is necessary to put the meters on the water, but it is advisable to order them all in the same MP "housing and communal services", but from another company they may not register. The whole communal sphere under him, buses are also his, his shopping center, his ice arena. The brother of one of the candidates works in the House of Culture, so this dk has expenses - 20 million a year.
Gloat here at all. And the fact that the decision was made on early voting is clear: the political strategist Alexei Lomov, who has developed his scheme of baking votes, is immediately working, he already goes home and concludes campaign agreements, this is a standard scheme for the Leningrad region. You will receive 500 rubles by filling out the contract, and another 1000 - after voting, it does not matter for whom: the whole dose will still be rewritten later. That is why the commission now wants to carry ballots from one place to another, so that it is easier to rewrite.
Residents of Morozovka sell their votes - and have been waiting for new houses, new kindergartens, and new jobs for years. And they walk through the streets, littered with snow. And when Julia Izumova asked the snow that was responsible for cleaning the snow, why did nothing clean up, he looked at her indignantly and replied: "Maybe you still have a carpet here?"
