
The delegation of the Syrian opposition supported by Riyadh has arrived today in Geneva for peace negotiations under the auspices of the UN. This was reported by TASS by a source close to the group of opposition. At the last moment, the group was replaced: the delegation is headed by the head of the ASAD AZ-Zubi negotiation group, and not the coordinator of the Supreme Committee on negotiations (BCP), ex-Prime Minister of Syria Riad Hijab, as previously expected.
According to the DW , the delegation includes 17 representatives to participate in intersiral negotiations and 25 more delegates to participate in other meetings under the auspices of the UN. TASS also clarifies that the famous oppositionist George Sabra will help with the coordination of work.
As expected, the first coordination meeting of the CPSU with a special envoy of the UN Secretary General for Syria, Stefan de Mistura, will be held on Sunday, January 31. At the same time, a meeting with the delegation of the Syria government, which arrived in Geneva on Friday, is not about. De Miscisture warned earlier that in the first stages, peace negotiations, designed for six months, would be conducted in an indirect format.
The Syrian government is represented by the Syrian ambassador to the UN Bashar al-Jafari, who has already arrived in Switzerland.
The four main topics of discussions, according to de Mistura, will become a political process that includes the issues of managing the country, developing a new constitution and holding elections, a ceasefire, humanitarian access to all corners of the country's tormented civil war and the struggle against terrorism.
The CPSU received from de Mistura an invitation to arrive in Geneva on Tuesday, January 26. However, the delegation of the opposition, representing various groups in Syria, had met in the capital of Saudi Arabia for several days, discussing whether they fly to Switzerland. Before saying “yes”, the oppositions wanted to get guarantees from the UN that the provisions of the Security Council resolution adopted in December last year will be implemented. In particular, they demanded to stop the siege of cities and allow humanitarian assistance in them, to stop attacking civilians, as well as release prisoners.
However, the UN and Russia and the USA emphasized that, without exception, the parties to negotiations should come to Geneva, without putting forward any preliminary conditions.
Plans of peaceful life
The plan of the peaceful settlement of the crisis in Syria suggests that after negotiations in Geneva in the republic a security committee will appear and a partial amnesty will be held for some representatives of the Syrian government and the army, as well as for leaders and fighters of a moderate opposition. It is planned to do this by April. Then the transition government should be created.
In May, as expected, the Syrian parliament will be dissolved. The UN Security Council recognizes the transition government and set out further steps to transfer power to the SAR. They will include political reforms, the appointment of a temporary legislative body and an international conference to find funds to finance a change in political regime.
Over the next six months - until November 2016 - a project of the new Constitution of Syria will be drawn up, which will be submitted to the general Syrian referendum. According to the schedule, it will take place in January 2017.
